In order to have a rich debate on the subject matter on 22 April, that could lead to achieving our mutual goal of improving the working methods of the Security Council, I am attaching herewith, for your consideration and the consideration of the members of the General Assembly, the Non-Aligned Movement’s position concerning the working methods of the Security Council as stipulated in the relevant paragraphs of the Final Document (A/63/965-S/2009/514), adopted by the Fifteenth Summit of Heads of State and Government of the Non-Aligned Movement, held in Sharm el-Sheikh, in July 2009, with a view to assisting the Security Council in its efforts to achieve the desired progress in reforming the working methods of the Council (see annex).

In this respect, the following issues were seen as particularly relevant: a clearer vision of how UNESCO science programmes can best contribute to sustainable peace and human development; a balance between science-driven and policy-driven research; a balance between normative and operational/technical action; a clearer understanding of issues where UNESCO should play a lead role and as such make a real difference; opportunities for reinforced cross-sectoral work; a clearer division of labour and a better realization of synergies with other specialized organizations of the United Nations system; as well as enhanced cooperation with funding agencies and partners.

Under the DPKO/DFS policy on peacekeeping training for all United Nations personnel, the Service is mandated to support DPKO, DFS, DPKO-led operations, DFS operations and Member States in the training of civilian, military and police personnel; to set training standards, verifying that they are being met, and develop policies and related technical guidance; to develop and deliver training in crosscutting areas (including integrated training for senior leaders); to provide technical guidance on peacekeeping training to departments and other clients; and to monitor training activities of DPKO, DFS and field operations and manage the training budget to ensure that standards and priorities are being met.

The serious engagement of Palestinian factions over the past month in a dialogue process mediated by Egypt has led to the establishment of five committees that are working on national reconciliation issues, the successful outcome of the Cairo international conference on the reconstruction of Gaza and the further efforts of the Palestinian Authority to improve socio-economic rehabilitation and reconstruction, especially in the face of the devastating global financial crisis.

He remarked that the Framework for Regional Comprehensive Economic Partnership would eventually lead to the formation of one of the world’s largest regional blocs, which would comprise more than half of the global population.

The main transmission mechanisms of the financial and economic crisis that have had negative impacts on women’s economic empowerment, especially in developing countries, have been the global decline in exports, which has directly affected production in the export sector and subsequently domestic markets through negative multiplier effects (especially in export-dependent economies); significant declines in capital flows to the developing world; the pro-cyclical nature of aid; the impact of the crisis on migrant workers and therefore on remittances; the consequent exchange rate devaluation, which has affected domestic production and prices; the impact of extreme volatility in global food prices; and the fiscal constraints in many developing countries that have already led to cutbacks in important public expenditures and social development gains, thereby affecting access to basic services, reversing social development gains and adversely affecting their quality of life.

The Lead IA, along with the Cooperating IA will also undertake the challenging task of monitoring illegal ODS imports and exports and advise the appropriate national agencies through the National Ozone Office.

The Directors believe that an ability to repurchase the Shares subject to the Repurchase Mandate would give the Company additional flexibility that would be beneficial to the Company and the Shareholders as a whole as such repurchases may, depending on market conditions and funding arrangements at the time, lead to an enhancement of the net asset value of the Company and/or its earnings per Share.
