Regarding funding support for the arts groups, members in generally considered that the Administration should (a) ensure a reasonable and fair distribution of funding resources amongst arts groups; (b) review the existing mode of subsidy for the major performing arts groups to avoid stifling the development of non-subvented commercial arts groups; (c) provide more funding for the support of small and medium sized arts groups and budding artists; (d) explore means to minimize staffing and administrative expenses in the operation of arts programmes so that the savings could be re-allocated to the use of arts development; (e) examine the effectiveness of the current funding policy in achieving the policy goals, such as encouraging diversified and balanced development of arts and culture; and (f) consider increasing its overall allocation of funding for culture and the arts, given the imminent need to achieve the vision of the West Kowloon Culture District project.

The following elements of quality education were highlighted: focus on assistance in curricula review and revision, particularly the introduction of values education and ethical approaches, in accordance with national priorities and Arab needs; “learner-centred” education; improvement of teaching including capacity-building and teacher training; improvement in the status of teachers; development of benchmarking and assessment; elaboration of national standards regarding quality education.

At its sixty-sixth session, the General Assembly stressed the importance of the continued substantive consideration of the follow-up to and implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States and decided to consider at its sixty-seventh session the reports of the Secretary-General on concrete recommendations to enhance the implementation of the Barbados Programme of Action for the Sustainable Development of Small Island Developing States and the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States (A/66/278) and on the review of United Nations system support to small island developing States (A/66/218), issued for the sixty-sixth session (resolution 66/198).

Each of the 13 Occupational Group Managers would continue the responsibilities for reviewing applications, identifying candidates for further assessment by subject matter experts, that is, expert panels, serving as Secretary for the expert panel under his or her purview and consolidating findings and interview reports from the panel for presentation to the Field Central Review Bodies, monitoring incumbency rates in the field operations for positions in his or her occupational group, managing his or her assigned roster, developing shortlists for programme managers in the field operations and determining when outreach activities should be conducted to address gaps in the roster, especially in gender and geographic representation, and determining the mobility opportunities for staff members currently serving in the field so as to rotate staff among relevant duty stations.

At the parallel programme, experts reviewed the depth and breadth of what constitutes accessibility, benefited from the States’ and survivors’ experiences as concerns accessibility and exchanged experiences on the application of the Cartagena Action Plan as concerns accessibility.

For its part, Viet Nam would develop a plan of action to implement effectively the universal periodic review recommendations and would stand ready to discuss and share experience with all countries and international organizations to better ensure human rights in Viet Nam and the world.

A visible development is the steady increase in the number of scientific publications in peer-reviewed journals.

While searching for a solution to the problem in the short term, the Council needed to also find a long-term solution to the question of resources for the universal periodic review process to avoid ad hoc measures, which risked undermining the principle of equal treatment for all States.

Moreover, meetings of the Committee on Conferences may be required in compliance with paragraph 6 of resolution 35/10 A, by which the General Assembly decided that all proposals affecting the schedule of conferences and meetings made at sessions of the Assembly are to be reviewed by the Committee when administrative implications are being considered under the requirements of rule 153 of the rules of procedure of the Assembly.

In this connection, the Advisory Committee recalls that, in its first report on the proposed programme budget for 2010-2011, it noted the role of the Office of Information and Communications Technology in overseeing the global management of ICT and in reviewing budgets from all funding sources for all ICT initiatives and operations of the Secretariat (A/64/7, para. 63; see also A/62/793, para. 35 (b) and A/63/487, para. 21).

In order to offset the difficulty in filling resource gaps in cluster offices in the near future, and so as to ensure that staff skillsets are in line with the profiles, roles and task-sharing between Headquarters, regional bureaux, cluster/national offices and institutes referred to above, the overall long-term staffing strategy submitted to the Executive Board at this same session (Part IB of this document) has been elaborated taking into account inter alia the work of the Decentralization Review Task Force.

Ultimately, the President, acting on behalf of the Co-Chairs and Corapporteurs, is charged with submitting the analyses to the States Parties well before the Meeting of the States Parties or Review Conference preceding the requesting State’s deadline.

The Council of the Government for National and Ethnic Minorities had reviewed the current periodical reports on the implementation of these two conventions without requesting any additional measures.

The President also recalled that the States Parties have expressed satisfaction with the performance, efficiency, professional competence, responsiveness and dedication of the ISU and that there was general agreement among the Task Force members on the need to review the financing model of the ISU, in order to make it sustainable and predictable, and to achieve more equitable burden sharing.

Member countries need to review the obligations of the international conventions together with their existing legislation and practices, and to adjust, as appropriate, their legislation, documentation and procedures relating to international road transport.

Through the implementation road map, a structured and effective organizational plan can be created to link the substantive work of the various annual meetings of States, supporting the idea of undertaking these discussions within specific sessions dedicated to the 2011 open-ended meeting of governmental experts and the 2012 Review Conference, respectively (which could be interlinked to discussions proposed under proposal number 1), and taking into account that the Biennial Meeting of States will consider the implementation of the programme of action and the Review Conference will review the progress made in its implementation and its structure.

The duties span from providing policy input on housing related initiatives for the Policy Address and the Budget, conducting and reviewing strategic planning issues on public rental housing (PRH) and subsidised sale flats, overseeing allocations and waiting list (WL) matters for PRH, monitoring developments in the private housing market and the existing measures to ensure the healthy and stable development of the market, formulating housing policies and new measures in relation to the private housing market, overseeing the work of the Estate Agents Authority, providing policy input in relation to Government’s housing policies towards the Hong Kong Housing Society and other non-Government housing organisations.

The attention of the Commission is also drawn to paragraph 4 of the annex to Council resolution 1982/50, in which the Secretary-General recommended that: (a) the documentation and programme of work of the subsidiary bodies of the Council and the Assembly be streamlined in order to enable the subsidiary bodies to perform effectively the functions entrusted to them; (b) the Council and the Assembly continue to review the provisional agendas for their subsidiary bodies, together with the list of requested documentation, in order, inter alia, to establish greater consistency in the overall request for documentation and its orderly consideration at the intergovernmental level, taking fully into account the mediumterm plan and the programme budget; and (c) in doing so, the Council and the Assembly also take into account the need for the consolidation of items and documentation for their subsidiary machinery.

The objectives of this RA study were to present the basic principles of nanotechnology, to identify potential safety implications associated with the application of nanotechnology in the food sector and to review the strategies for RA of engineered nanoparticles.

In this context, Austria also commends the efforts of the Security Council Informal Working Group on Documentation and Other Procedural Questions to strengthen the transparency of the Council’s working methods by reviewing and updating the relevant presidential note (S/2006/507), thereby enhancing the rule of law in the everyday work of the Council.

Recommendations proposed included prioritizing least developed countries in allocations of official development assistance; implementing new and innovative sources of financing; exploring and, where possible, experimenting with new types of financial and, especially, non-financial collaboration; leveraging resources through subsidies for international private sector engagement, especially foreign direct investment, in areas of least developed country priority; strengthening least developed country capacities for commercial contracting through greater transparency in agreements and by fostering governmental, especially parliamentary, review; increasing the participation of least developed countries in governance of the aid architecture.

The HA has reviewed its top management structure and concluded that there is an urgent need to strengthen its human resource management function, particularly in view of the recommendations of the SARS Expert Committee Report and the Report of the HA Review Panel that various aspects of human resources management should be improved, including communication with staff, co-ordination and deployment of human resources during an outbreak and staff training.

(m) Review the progress of implementation by MINUSTAH of the force reduction authorized by the Security Council in its resolution 2012 (2011), assess planning to encourage greater Haitian ownership of security and reconstruction activities and examine the potential for adjustments to MINUSTAH force configuration based on the overall improved security situation on the ground, taking into account the impact of social and political realities on stability and security, the increasing development of Haitian State capabilities, including the ongoing strengthening of the Haitian National Police, and the increasing exercise by the national authorities of their responsibility for the maintenance of stability and security.

This is particularly in light of paragraph 2 of decision XX/15 through which the Parties to the Montreal Protocol requested the Executive Committee when considering ODS phase-out projects for Iraq to take into account the special situation of this new Party, which may face difficulties in the phase-out of Annexes A and B substances, and to be flexible in considering the project proposals, without prejudice to the possible review of the non-compliance situation of Iraq by the Parties.

Although no new policy issues had been identified during the project review process, pursuant to decision 67/16 the Secretariat had included a revised proposal on maximizing climate benefits from the phase-out of HCFCs in the refrigeration servicing sector in its overview of issues identified during project review.

It was agreed that the Committee would start with work on “fees for technical assistance”, with a view to achieving concrete results for the next annual session, but it would also have a longer-term plan of work with a view to a comprehensive review of services issues for the United Nations Model Convention (see E/2011/45, para. 97).
