The General Assembly considered this item from its fortieth to forty-third, fortyfifth, forty-seventh, forty-eighth sessions, and biennially since then (resolutions 40/1520, 41/86 Q, 42/42 F, 43/81 B, 45/65, 47/45, 48/68, 50/61, 52/31, 54/46, 56/15, 59/60 and 62/21; and decisions 58/515, 60/514 and 61/514).

By this Specification made by the Chief Executive in Council under section 43 of the Interpretation and General Clauses Ordinance (Cap. 1) (the Ordinance), the Collector of Stamp Duty is designated as specified public officer for the purpose of sections 6L(2), 6M(3), 6N(4), 6O(1), 6P, 6Q, 6R(1), 6S(4) and (7)(b), 6T(4)(a), 6V(2), (4) and (6)(b), 6ZL(1), 6ZM(1) and 7(3) of the Betting Duty Ordinance (Cap. 108) and regulation 3(4) of the Betting Duty Regulation (Cap. 108 sub. leg. (B) The Board may raise or secure the payment or repayment of such sum or sums in such manner and upon such terms and conditions in all respects as it thinks fit and, in particular, by the issue of debentures, debenture stock, bonds or other securities of the Company, whether outright or as collateral security for any debt, liability or obligation of the Company or of any third party.

In order to offset the difficulty in filling resource gaps in cluster offices in the near future, and so as to ensure that staff skillsets are in line with the profiles, roles and task-sharing between Headquarters, regional bureaux, cluster/national offices and institutes referred to above, the overall long-term staffing strategy submitted to the Executive Board at this same session (Part IB of this document) has been elaborated taking into account inter alia the work of the Decentralization Review Task Force.

(11) A personalized vehicle registration mark shall not be the same as a cancelled personalized vehicle registration mark which is being offered for allocation to the previous owner at a special fee under regulation 12Q(2).

(q) Establish, when appropriate, multi-agency bodies to ensure that a comprehensive approach is being taken in tackling drug trafficking networks, while remaining aware that organized criminal groups engaged in drug trafficking are likely to be engaged in other forms of trafficking; the multi-agency bodies will help to ensure that agencies fighting other forms of organized crime share relevant information, intelligence, practices and resources with drug law enforcement agencies.

The five factors with the most potential to cause slippage in projected estimates for completion of judgements on appeal are the delays associated with or caused by: (a) the nature of multi-appellant cases; (b) the inordinate amount of pre-appeal motions; (c) the inordinate length of time for translation of trial judgements into Bosnian/Croatian/ Serbian, as well as for translation of written submissions into one of the Tribunal’s working languages and Bosnian/Croatian/Serbian, especially in cases of selfrepresented appellants; (d) amendments to grounds of appeal, especially following translation of the trial judgement (mainly for represented appellants); and (e) understaffing and/or lack of experience in appeals support.
