(b) In partnership with the Hong Kong Tourism Board, we are staging a large-scale roving exhibition at various locations across the territory to promote heritage tourism.

Examples of activities include, inter alia, United Nations Industrial Development Organization-UNEP national cleaner production centres, centres in Cuba and Mauritius, CARICOM initiatives, activities of the tourism task force, and GEF projects in Fiji and Maldives.

If we factor into those costs of piracy the additional costs for naval operations and the revenue losses to the countries of the region associated with tourism, blocked ports and impediments to trade, to say nothing of the increase in the cost of transporting raw materials and industrial and other goods, then the total costs are significant indeed — and will inevitably continue to rise in the coming years.

More specific changes are planned to be progressively implanted over the medium term, including (a) labour reform that involves reassigning workers within the public sector, authorizing private employment and increasing public revenue through taxation of private-sector activity; (b) increasing non-State participation, for example by cooperatives and joint ventures, in agro-industry, tourism and housing, while granting greater autonomy to State enterprises; (c) eliminating subsidies for State firms while allowing them, within limits, to fix prices; and (d) increasing the flexibility of planning and control mechanisms by decentralizing investment decisions.

Government services available can be categorized into ten different themes: crime, justice and the law; education and learning; employment; environment and greener living; government, citizens and rights; health and well-being; home and community; money, tax and benefits; motoring; and travel and transport.
