The additional costs of works due to project design development and changes in construction requirements, such as additional structural reinforcement works for the underground plant rooms to allow for future ground developments which had not been allowed for in the original estimate, as well as the unexpected site constraints (including additional interfacing between the underground DCS pipes and other existing underground facilities at KTD requiring deeper excavation for DCS pipes laying and additional pipe jacking below utilities), had given rise to about 20% increase in costs.

Such tests include testing the security of power supply for supporting the normal operation of the cooling system and the overall performance of the safety system to ensure that backup facilities, such as the backup diesel generators, auxiliary feed-water pumps, etc. can function properly to take away the residual heat in the reactor in the event of emergency.

In parallel, MTRCL is also examining the feasibility of other possible ways, e.g. installation of additional cooling fans, enhancement of the existing ventilation system, etc. to improve the air flow in non-enclosed railway stations in the context of its station improvement plan for the relevant stations.

We propose to introduce a statutory control system, similar to the one for prescribed building works at present (i.e. unauthorized small canopies, drying racks and supporting frames for air-conditioners) under the Building (Minor Works) Regulation (Cap. 123 sub. leg. N) (B(MW)R), under which the continued use of certain existing unauthorized signboards (e.g. those that are within stipulated dimensional requirements, or not blocking operation of emergency vehicles, etc.) will be allowed after safety checks by registered building professionals or registered contractors.

These measures include encouraging the power companies to take various measures to maximize the use of liquefied natural gas (LNG) for power generation and to implement demand side management to promote energy efficiency and conservation; reducing power consumption within the Government; promoting the application of the Building Energy Codes covering lighting, air conditioning, electrical, lift and escalator installations through the Energy Efficiency Registration Scheme for Buildings; introducing a mandatory Energy Efficiency Labelling Scheme covering room air-conditioners, refrigerators and compact fluorescent lamps in the initial phase; promoting the use of renewable energy (RE); promoting the use of cleaner vehicles; continuing to maximize the treatment and utilization of landfill gas as fuel substitutes; embarking upon a major tree planting programme to enhance the capacity of CO

6. In Hong Kong, any person who intends to sell live, fresh or frozen fish at any premises must obtain a Fresh Provision Shop (FPS) licence issued by FEHD before commencement of such business.

Acknowledging that the Government will implement district cooling system in South East Kowloon Development, the SDC recommends that district cooling system should be extensively implemented across Hong Kong where appropriate.

The Ordinance covers fresh, chilled and frozen marine fish but excludes live marine fish, all shellfish and freshwater fish.

There are observable changes in many weather patterns which correspond to the changes experienced by many global climatic systems observed over the same period, such as increasing annual mean temperature and annual rainfall, more hot nights and thunderstorm days, less cold days, and rising sea level.

All consignments of frozen or chilled meat or poultry imported into Hong Kong must be accompanied with an official health certificate which certifies that the meat and poultry concerned is fit for human consumption, and an import licence issued by the Food and Environmental Hygiene Department.

(8) The position of all columns, load bearing walls, fire resisting walls (new and existing), fire-rated doors (new and existing), exit signs, windows, parapets (height and materials to be specified), partitions, bedspace arrangement, bedspace numbering, sanitary fitments, gates, extract fans, air-conditioning units, gas stoves, electric/gas water heaters, false ceiling, artificial lighting and mechanical ventilating systems, raised floors (if applicable) and all other fixture and fittings should be clearly shown and annotated.

At members’ request, the Administration had provided further information on DBO model, financial viability of DCS and mandatory subscription to the DCS service by all non-domestic projects in KTD.

In considering the possibility of cooling-off periods for other investment products, the SFC has considered carefully where a cooling-off period could be said to be really needed and have also been conscious of the need to avoid the impression that, where investors do not need to take any responsibility for their decisions.

It would also minimize idling of early investment in pipe layings and electrical and mechanical equipment installations.

The Administration would also actively explore how best to implement the requirement for all non-domestic projects in KTD to subscribe to the DCS service, including the appropriate avenue, means of enforcement, and sanctions against any breach of the relevant conditions.

Some members considered that cooling-off period should be introduced for all products and services as appropriate, so that unfair treatment and coerced transactions could be avoided.
