This has revealed a unique window of opportunity for international financial reform and sustainable development to walk hand in hand.

These affirmations on our part must not be construed as suggesting that we do not believe that democracy, civil liberties and sustainable security and development go hand in glove, because they do.

In order to reinforce UNESCO’s action to that end, it invited the Director-General, firstly, to strengthen UNESCO’s programmes and actions to fulfil its commitment towards mutual understanding and respect for all peoples’ religious and cultural values, and freedom of expression; secondly, to accelerate the implementation of the plan of action for the dialogue among civilizations, cultures and peoples with a view to creating a culture of peace and of living together; thirdly, to undertake a compilation and comprehensive study of all existing relevant international instruments, and to propose means and modalities of action available to UNESCO for the purpose of furthering mutual understanding in order to overcome the still prevailing ignorance of each other’s ways and lives, and of promoting peace, tolerance and dialogue among civilizations, cultures, peoples and religions.

As we have pointed out on various occasions, legitimacy and effectiveness go hand in hand.

Many Member States affirmed that cultural diversity should be promoted along with living cultures, and proposed a shift of emphasis towards living cultures and cultural diversity entailing a merger at the programming level, while noting that intercultural dialogue should cut across all programmes and MLAs.

This must go hand in hand with global efforts to rapidly reduce carbon dioxide emissions.

The assessment contained in the present report offers four yardsticks to measure progress on sustainable development since 1992: “separate”, i.e., changes in indicators of each of the three dimensions of sustainable development; “joint”, i.e., movement towards convergence between these dimensions; “commitments”, i.e., fulfilment of international and national commitments; and “contextual”, i.e., progress in comparison with the longer term challenge.

Respect for freedom of expression and respect for religious beliefs and symbols are two indissociable principles and go hand in hand in combating ignorance and lack of understanding with a view to building peace and establishing dialogue among cultures, civilizations, religions and peoples.

The transition process will be viable only if all national priority programmes move forward together.

At this stage, I limit myself to add that, parallel to this impressive law-making work on the basis of the fundamental principle of equality and non-discrimination, this latter has generated in recent decades much doctrinal writing (on pertinent provisions of human rights treaties in force)210 and an equally impressive jurisprudential construction on the principle at issue.

The most promising trend is the improved convergence between the economic and social dimensions, and although this too is partially compromised by rising income inequality, the growth rate remains the strongest predictor of timely achievement of key social targets.

We believe that the process of implementing a peace agreement must run side by side with the provision of humanitarian and emergency assistance; with the creation of political institutions that can resolve conflicts, reconcile parties to conflicts and allow dialogue between the State and the governed; with security sector reform; with administrative and economic restructuring; and with empowering the weak, building a human rights culture and resuming economic activity.
