The configuration also provided a platform for briefings by Hilde Johnson, Deputy Executive Director of the United Nations Children’s Fund and Walter Kälin, Representative of the Secretary-General on the human rights of internally displaced persons, on the key findings of their respective field visits and for an exchange of views with Mr. Laurent Ngon Baba, Minister of Justice of the Central African Republic, on the situation with respect to the rule of law and the justice sector in the country.

The security improvements of the past years and the overall reduction of homicides in 2009 at the national level were affected by a sharp increase in killing rates in some cities, such as Medellín, a rise in intimidation and the number of death threats against, inter alia, youth and human rights defenders, and the expansion of, and the violence against civilians from, illegal armed groups that emerged after the paramilitary demobilization.
