Steps have been taken to expand the coverage of middle and secondary education and to improve the quality of education through innovations in the curricula and the establishment of elementary and secondary schools in communities that have none.

In this regard, APCTT, helped build the capacity of member States to improve skills in SMEs to plan and implement technology transfer projects; promote research and development collaboration in priority areas of technology – both emerging and traditional, promote the flow and utilization of critical technologies, including renewable energy technologies (RETs), biotechnologies and nanotechnologies; and structure national innovation systems (NIS) that can support all these interventions with special emphasis being place on promoting innovation at the firm level, strengthening intellectual property management capacity, and fostering cross-border collaboration.

Thus the challenge today remains the successful completion of primary and secondary education by all as it is upper secondary education that serves as the foundation for advanced learning and training opportunities, as well as preparation for direct entry into the labour market.

As explained above, UNEP and the Government of Germany had originally proposed not only activities to maintain the infrastructure for service sector implementation established by CFC phase-out projects, but had also added a number of innovative non-investment activities, in particular a concerted and targeted approach to reduce HCFC-22 use by improving the service quality and leak tightness for medium and large size refrigeration equipment.
