They also called for more support to build capacities of National Commissions in order to better perform their various functions, namely as body for consultation, liaison, information, evaluation and programme execution as well as their role in the search for funding and in the mobilization of new partnerships.

Efforts at development of human capacities in least developed countries have been affected by high incidence of poverty, mass unemployment, high population growth rates, poor health and nutrition outcomes, as evidenced by high child and maternal morbidity and mortality rates and the high burden of undernutrition, the prevalence of communicable diseases, including HIV/AIDS, malaria, tuberculosis and polio, and the growing burden of non-communicable diseases.

(c) To underline the importance of continued efforts by member States and the Council of Arab Ministers of Health to improve health care standards by developing and upgrading health care units and applying a family health regime, particularly in rural, marginalized and deprived areas, improving the health services provided to women, children and ageing persons, and focusing on building the technical capacities of health teams.

There is currently one post (P-3) dedicated to supporting water research, supply and conservation, assessing water resources in African missions and supporting missions in the management of these resources; assessing ground and rain water capacities and providing advice on recovery techniques to meet mission requirements and environmental action to conserve, recycle and replenish resources without adversely affecting the local population.

Recommendations proposed included prioritizing least developed countries in allocations of official development assistance; implementing new and innovative sources of financing; exploring and, where possible, experimenting with new types of financial and, especially, non-financial collaboration; leveraging resources through subsidies for international private sector engagement, especially foreign direct investment, in areas of least developed country priority; strengthening least developed country capacities for commercial contracting through greater transparency in agreements and by fostering governmental, especially parliamentary, review; increasing the participation of least developed countries in governance of the aid architecture.

Other achievements attributed by the Secretary-General to the implementation of the global field support strategy include the ability of the Secretariat to expedite the establishment of UNSMIL with a lighter footprint for support functions as compared with its substantive component, owing in particular to the support provided by the Global Service Centre (A/66/679, para. 78), and the delivery of mission support services for UNISFA through a relatively small mission support structure with a light footprint, drawing on the capacities and facilities of the Regional Service Centre and UNMISS (ibid., para. 79).

The 2001 report of the Secretary-General on the prevention of armed conflict (S/2001/574 and Corr.1) went a step further in recognizing the critical importance of prevention by acknowledging that “the primary responsibility for conflict prevention rests with national Governments and other local actors” and “The role of the United Nations is principally to assist national Governments and their local counterparts in finding solutions to their problems by offering support for the development of national and regional capacities for early warning, conflict prevention and long-term peacebuilding.

In order to maintain momentum and build supply-side capacities, the delegation requested technical assistance from the secretariat in areas such as small and medium-sized enterprise development and technology transfer.

Some delegations expressed the view that, as the geostationary orbit was a limited resource at risk of becoming saturated, its use should be streamlined, giving priority to activities with a long-term perspective, leading to the achievement of the Millennium Development Goals (A/56/326, annex), while taking into account the conditions of equality of all countries irrespective of their current space capacities.

As a small country, Slovakia had limited capacities and, despite all efforts, might not always be able to provide the requested information.

In addition, the Physical and Medical Rehabilitation (PMR) project in Albania continues to provide technical assistance to medical staff and the Faculty of Nursing in Albania aimed at improving and upgrading the rehabilitation capacities at the local and national level.

International action in the field of refugee protection should focus on the following four areas: eliminating the causes of conflicts in the world, including by improving States’ capacities for development; promoting respect for international refugee law, in complementarity with international humanitarian and human rights law, and ensuring that refugees’ human rights were not negatively affected by security or migration concerns; promoting international solidarity and partnerships and assisting States emerging from conflict to build their institutional capacities in order to take care of their citizens; and encouraging refugees’ voluntary repatriation to their home countries by financing national programmes, while strengthening international efforts, particularly the role of the Peacebuilding Commission.

The following priorities determine the structure of the National Plan of Action for Children: (1) poverty reduction, (2) quality education for all children, (3) better health for all children, (4) improvement of status and rights of children with disabilities, (5) protection of the rights of children without parental custody, (6) protection of children against abuse, neglect, exploitation and violence and (7) strengthening national capacities to resolve the problems of children.

Given the rapidly increasing population of RAC equipment, the need to control HCFC consumption and to comply with related regulations that will come into effect in 2013 and 2015 (ban on establishment and expansion of new HCFC-based manufacturing capacities in 2013 and ban on manufacturing, assembly and import of HCFC-based airconditioners 2.5 HP and lower for local use in 2015), and considering that these two sectors are not prioritized for stage I, the Government of Malaysia views it necessary to provide technical assistance to locally manufacturing companies to ensure that they are adequately supported in managing HCFC and non-HCFC technologies.

It reiterated the lead role of decentralized offices in the country programming process, the development of their capacities in this regard, the necessity of the engagement of member countries, and the close linkages between FAO’s resource mobilization strategy and the country programming process.

In order that the Food Branch can effectively respond to food incidents and other issues of important concern to public health, we need additional staffing capacities, at the AOSGC level in the Food Branch to properly address all the on-going issues and at times of food incidents.

The Strategy is based on the following principles: respect for dignity, individual autonomy, independence of persons with disabilities, including their right to make decisions on their own life, non-discrimination, full and effective participation and inclusion of persons with disabilities in all fields of social life, respect for diversities and acceptance of disability as part of human diversity and humanity, equal opportunities based on equal rights, accessibility, equality of men and women, respect for development capacities of children with disabilities and respect for the rights of children to establishing their own identity.

(h) Develop, in cooperation with the international community and in the light of lessons learned in the analysis of replies to the annual reports questionnaire and the biennial reports questionnaire, enhanced data-collection instruments to be considered and adopted by the Commission on Narcotic Drugs, allowing streamlined measurement of the quality, extent and coverage of drug demand reduction measures, ensuring that the tools used are appropriate for the different needs and reporting capacities of countries and are scientifically sound, making full use of existing information resources and, benefiting from, if appropriate, the experience of the existing regional monitoring systems, while minimizing the reporting burden.

The Commission called on member countries to cooperate in providing appropriate aid for trade to build the supply-side capacities of countries with needs in that area and ensure that developing countries could participate in regional value chains.

In my experience, sometimes, when the Legislative Council discusses certain items, I am also worried that they may directly or indirectly involve my other public offices and capacities and that I am worried about omitting to declare my personal interests.

St. Vincent and the Grenadines would like to strengthen the capacities of the services responsible for the implementation of the sanctions measures and in that regard would be interested in receiving technical assistance for the following: training for law enforcement personnel, immigration officers, customs officers and banking personnel in counter-terrorism; provisions of equipment for identification, detection, surveillance and appropriate technological and data-processing tools to monitor the movement of persons at border points; technological and dataprocessing tools to monitor transfers of funds and foreign exchange information.

On the other, although larger developing nations (for example, India) are making efforts to strengthen and upgrade their institutional capacities in this area, for many nations this is likely to be just as complex and difficult a task as establishing an IPR regime.

He appealed to the members of the World Trade Organization (WTO) to ensure that accession negotiations for landlocked developing countries took their predicament into account and did not require concessions beyond their economic, financial and development capacities.

This approach offers possibilities to reduce costs (using the effect of the scale economy) and increase strategic planning capacities, maintaining at the same time the public services close to citizens – at the local and raion level.

The Committee requests that the secretariat and the United Nations Development Programme and their development partners increase their support to building national capacities in the collection and analysis of disaster data for hazard and vulnerability assessments, disaster preparedness and mitigation and contingency planning.

UNICEF will cooperate in the following areas: (a) strengthening policy development and analysis and improving waterquality monitoring systems; (b) increasing demand for safe water, sanitation and hygiene among communities; and (c) strengthening China’s institutional and local capacities in mitigating the impact on children of climate change, environmental degradation and environment-related emergencies; and (d) raising public awareness on these issues.

The XPS sector is expected to grow rapidly and new capacities based on non-HCFC blowing agents are expected to be established to meet the increasing demand for cost-effective alternatives to polyurethane sandwich panels.

These include the need to ensure that national development strategies address gender equality priorities, and national and local gender equality advocates are included in the consultative processes of country teams, the strengthening of staff capacities to work on gender equality issues within country teams, and better monitoring of the performance of country teams in relation to gender issues.
