The very difficult economic situation, the high level of poverty and unemployment, the illegal settlement activities and reports of the Office for the Coordination of Humanitarian Affairs stating that attacks on civilians in Palestine grew in 2011, with an increase of no less than 50 per cent over the previous year, with the full knowledge of the Israeli authorities — all these factors demonstrate that peace efforts are threatened.

Indeed, in congratulating the three outstanding women who were jointly awarded the Nobel Peace Prize this year, President Johnson-Sirleaf of Liberia, her compatriot Ms. Leymah Gbowee and Ms. Tawakkul Karman of Yemen, President Jacob Zuma underscored the important contribution that women continue to play in their ongoing struggle for women’s rights, dignity, peace and development all over the world.

President Zuma is to take them up when he meets with the GPA principals in early 2012.81 The delays in arranging that visit have generated scepticism about what is likely to be achieved, not least because even the summit’s June decision to deploy a technical team to strengthen the Joint Monitoring and Implementation Committee (JOMIC) has not yet been carried out.82 Those imposing sanctions welcome the changes in SADC’s tone and in the style of the Zuma-led facilitation team and assert confidence SADC will not allow elections to proceed unless conditions are conducive,83 but they remain unsure what leverage it has or is willing to use to break deadlocks over outstanding issues and enforce implementation of agreed items.84 In many respects, SADC’s resolve has yet to be tested.
