Also on 21 December, the Special Adviser to the Secretary-General for Yemen, Jamal Benomar, delivered a briefing in closed consultations on the outcome of his trip to Yemen from 8 to 17 December, during which he had met with the President and Vice-President of Yemen, and other political actors, as well as protestors in Sana’a and Taiz, southern movements in Aden and Huthi leaders in Saada.

I take note that in its resolution 2051 (2012), the Security Council “requests the Secretary-General to continue his good offices role, including through the efforts of his Special Adviser, Jamal Benomar”, and in this regard “welcomes the political engagement of the United Nations through a small presence in Yemen consisting of a team of experts to support the implementation of the transition process”.

It should be recalled that in their recent presentations to the Council (see S/PV.6710), Sheikh Hamad bin Jassim bin Jabr Al-Thani, Chairman of the current session of the Ministerial Council of the League of Arab States, and Mr. Nabil Elaraby, Secretary-General of the League of Arab States, made a clear and urgent request for the Council’s support of the regional organization’s bold, decisive and comprehensive initiative based on dialogue, mutual understanding and national reconciliation, aimed at achieving a peaceful solution for a situation that has only continued to worsen with time.

More generally on this point, the Special Rapporteur would like to refer to the report to the sixty-second session of the Commission on Human Rights by Asma Jahangir, Special Rapporteur on freedom of religion or belief, in which she stated that “the fundamental objective should be to safeguard both the positive freedom of religion or belief as manifested in observance and practice by voluntarily wearing or displaying religious symbols, and also the negative freedom from being forced to wear or display religious symbols” (E/CN.4/2006/5, para. 60).

The situation in Liberia is relatively calm although there have been some incidents of concern in the past few months, notably in Voinjama, Lofa County, Kordyou Town, Grand Bassa County, and Harper, Maryland County.

India’s response to urban transport demand and climate change includes, among others, its National Urban Transport Policy (2006); the Jawaharlal Nehru National Urban Renewal Mission, a sector reform-linked investment for bus, rail and related infrastructure; the National Action Plan on Climate Change; the National Mission on Sustainable Habitat; national ambient air quality standards for 12 pollutants; and auto fuel switchover from Bharat Stage III emissions standards to Bharat Stage IV.

Apart from regular state and regional reviews, Government has empanelled agencies to play the role of Third Party Inspection and Monitoring Agency (TPIMA) for monitoring the progress and quality of projects under JNNURM and instalments are sanctioned only after the quality is certified by the TPIMA.
