In the case of ICSC, whose work is related to conditions of service for staff, personnel statistics are the determining measure, while in the case of the CEB secretariat, whose work encompasses a portfolio of system-wide matters, the percentage of cost-sharing is based 50 per cent on personnel and 50 per cent on the scale of activity, measured by audited expenditure levels (see also para. X.14 below).

Although IPSAS gives the option that these assets can be brought into account on first-time recognition, the High-Level Committee of Management, a subsidiary body of the Chief Executives Board (CEB) of the United Nations system, has endorsed the proposal made by the Accounting Standards Task Force which stated “Do not recognize heritage assets, but reconsider the policy when the IPSAS Board has done further work on requirements for reporting heritage assets”.

The Committee expressed concern with the absence of reports of the Joint Inspection Unit, which is not consistent with the recommendation adopted at its forty-seventh session and endorsed by the General Assembly in its resolution 62/224, in which it recognized the need to enhance the dialogue of the Committee for Programme and Coordination with the Joint Inspection Unit on coordination issues (see A/62/16, para. 153).

At the system-wide level, the Office of the Special Adviser on Gender Issues and Advancement of Women, in collaboration with the Inter-Agency Network on Women and Gender Equality led a long consultation process towards the development of an action plan for operationalizing the United Nations system-wide policy on gender equality and empowerment of women, which was adopted by CEB and noted in the 2007 triennial comprehensive policy review of operational activities of the United Nations development system (A/62/73-E/2007/52).

The Board addressed several other cross-cutting issues during the reporting period, including the United Nations system’s contribution to the Economic and Social Council, system-wide coherence, collaboration with the Joint Inspection Unit, the Second United Nations Decade for the Eradication of Poverty (2008-2017), science and technology, and the International Public Sector Accounting Standards.

The private sector track was built around three interlocking components: (1) the High-level Meeting on Investment and Partnerships, which convened Heads of State and Government, heads of delegation, chief executives and other top leaders; subsequently, a private sector statement was issued to the Conference (see annex VII); (2) the Global Business Partnership Forum, a multi-stakeholder, working-level platform for dialogue among business, investors, Government officials and other stakeholders with several workshops and plenary sessions; and (3) the Trade Fair, which showcased export and other commercial opportunities in the least developed countries; it featured an array of booths from least developed country companies, Governments and Turkish businesses.

The Executive Committees on Peace and Security and on Humanitarian Affairs were set up by the Secretary-General to provide executives at the highest levels with a forum to discuss and formulate strategies to prevent and respond to armed conflict and humanitarian emergencies.

As reflected in paragraph 12 of Economic and Social Council resolution 2000/35, executive heads of relevant organizations of the United Nations system and heads of other relevant international and regional organizations, institutions and instruments are encouraged to support the secretariat of the Forum by seconding staff.
