The Working Group noted that on the recommendation of the Action Team, the NEO Observations Program Executive of NASA and the Space Situational Awareness-NEO Segment Manager of ESA had invited representatives of space agencies to discuss, in particular, the first draft terms of reference for a mission planning and operations group, on the margins of the forty-ninth session of the Scientific and Technical Subcommittee, in preparation for planning an overall NEO threat mitigation system.

It is the third mission to use the PROTEUS platform after Jason and CALIPSO and has two astrophysics-related objectives: to study the internal structure of stars through the analysis of their oscillation modes; and to detect exoplanets by observing the periodic reflex motion of stars due to the gravitational pull of their planets as they pass in-transit in front of the stars.

Therefore, fixed-wing air operations for the movement of heavy, medium and light cargo and the movement of troops, police units and civilian personnel will continue by carrying out additional special flight tasks, such as medical and casualty evacuation and VIP transport and liaison flights for the Mission and for United Nations agencies, funds and programmes.

The Committee also noted that, on the margins of its fifty-fifth session, the second meeting of the representatives of space agencies had been h eld to discuss draft terms of reference for a mission planning and operations group, the establishment of which had been part of the draft recommendations made by the Action Team (A/AC.105/C.1/L.317).

The importance of data research and education based on space missions was discussed, together with the relevance of such missions to the needs of developing countries wishing to participate actively in the voyage of discovery through the universe.

The Italian Space Agency (ASI) is involved in the Dawn Discovery mission of the National Aeronautics and Space Administration (NASA) of the United States (scheduled for launch in July 2006), which will undertake a journey towards two of the largest asteroids of our solar system: Vesta, which will be reached in 2010, and Ceres, where Dawn will arrive in 2015.

Regarding the regulation of governmental and non-governmental space activities relevant to the peaceful exploration and use of outer space, Germany has decided to start preparations for national space legislation in view of the increasing number of private sector space activities and commercial and scientific small satellite missions.

There have been two incidents where compliance with standards allowed one agency to “rescue” another agency’s mission, involving the United Kingdom’s Space Technology Research Vehicle mission and the European Space Agency (ESA) X-ray Multi-Mirror Mission-Newton.

Joint operation of a satellite under joint ownership, whereby countries share the cost of the entire satellite, or in the form of a joint mission in which countries share the cost of the basic platform while each country is responsible for its own on-board sensors, are possible solutions.
