The net decrease reflects reductions under most objects of expenditure, including $242,800 under consultants, mainly as a consequence of the increased use of in-house expertise, where possible; $104,700 under experts, resulting mainly from concerted efforts to combine meetings or reduce the number of experts and the duration of meetings, whenever possible; $121,200 under travel of staff, mainly attributable to increased utilization of video conferencing, combining trips and/or reducing the duration of travel as much as possible; $460,800 under contractual services, primarily owing to increased utilization of electronic means of disseminating publications; $111,000 under furniture and equipment, reflecting reduced requirements for the replacement of furniture and office equipment resulting from extending the lifespan of furniture and equipment; and $781,600 under grants and contributions, mainly owing to the termination of the contract with the International Computing Centre.

In addition, it was noted that the ISU was sensitive to the fact that while this is an opportunity for the ISU to take on additional activity, it must not be a drain on existing ISU priorities and that any additional human resource need would need to be funded by the EU.

Through the implementation road map, a structured and effective organizational plan can be created to link the substantive work of the various annual meetings of States, supporting the idea of undertaking these discussions within specific sessions dedicated to the 2011 open-ended meeting ofgovernmental experts and the 2012 Review Conference, respectively (which could be interlinked to discussions proposed under proposal number 1), and taking into account that the Biennial Meeting of States will consider the implementation of the programme of action and the Review Conference will review the progress made in its implementation and its structure.

He gave, as an example, the new responsibilities for regional network coordinator for the Region of Africa (ROA), who had been given the additional responsibility of coordinating two regions of Africa aswell asmanaging the entire ROA CAP team and whose post would consequently be reclassified from P4 to P5.

In its decision 1997/232, the Economic and Social Council decided that the Commission on Crime Prevention and Criminal Justice, in addition to plenary meetings, should be provided with full interpretation services for a total of 12 meetings for informal consultations on draft proposals and for meetings of openended working groups, with the precise allocation of time for the different types of meetings to be determined by the Commission under the agenda item entitled “Adoption of the agenda and organization of work”, on the understanding that no more than two meetings would be held concurrently, in order to ensure maximum participation of delegations.

Several delegations appealed to the international community to provide concrete and additional support to Pacific island developing countries in order to address the effects of climate change, and to do so as part of an integrated and sustainable development approach.

He hoped that, in future negotiations on similar resolutions, the main sponsor would lead open-ended informal consultations throughout the process in order to ensure more transparency.

Regarding women’s rights, it was reiterated that Afghanistan had ratified the Convention on the Elimination of All Forms of Discrimination against Women and had in place a law to protect women from violence, in conformity with the Convention, in order to give women an appropriate share in the Government and social life in Afghanistan.

Developed economies had begun to stagnate with the waning fiscal stimuli and ineffective monetary policy, and while some developing economies were resilient, showing only a slowdown in growth rates, they were, however, not able to pull the rest of the world economy out of the crisis, due totheir still relatively small share of the global economy.

He highlighted the tasks and achievements of the JISC during the past year and the challenges ahead, including the financial situation for the joint implementation mechanism and the JISC, and the need to operate without the full funding requested in the joint implementation management plan.

For the biennium 2010-2011, a total of six posts were required to carry out the core secretariat functions of the Task Force office: Director of the Office (D-2), Senior Political Affairs Officer (P-5), Political Affairs Officer (P-4), Political Affairs Officer (P-3), Programme Assistant (GS (OL)) and Administrative Assistant (GS (OL)).

One delegation drew the attention of the Commission to the problems created by the proliferation of physical working groups held in various countries, which created an additional burden on developing countries and also proposed that they should be listed in the schedule of Codex sessions.

The bargain with society is precisely that the benefits to society generated by the extra innovation induced (for example, a lifesaving drug which might not exist but for the patent system) should exceed the extra cost of the product.

Areas of possible intervention were mobilization of additional financing and expertise, facilitation of technology transfer necessary for the transition to a green economy, capacity-building, and knowledgesharing.

For budget lines with relatively small amounts, minor variations in the budget may give a large deviation in the “expenditure rate”, even though the impact of such a deviation is negligible in absolute terms.

Women were not only directly affected by job losses but also indirectly affected since they often had to take up additional work to compensate for income losses when their husbands or men in their family lost their employment.

We underline the need to follow up on the discussions held and recommendations made at previous meetings on the implementation of the Programme of Action, including the Third Biennial Meeting of States (2008), the Fourth Biennial Meeting of States (2010) and the Open-ended Meeting of Governmental Experts (2011), and on related topics taken up by the General Assembly over the past decade, such as the negative humanitarian and development impact of the illicit manufacture, transfer and circulation of small arms and light weapons (see resolution 60/68) and promoting development through the reduction and prevention of armed violence (see resolution 63/23 and document A/64/228).

As documented by the Group, in 2009 Serge Mel Meledje was appointed Managing Director of Darkwood Logistics and UAZ-CI (see annex 21); however, Mr. Meledje’s real role was to cash cheques issued by the Treasury, keeping a personal commission of 0.05 to 0.08 per cent of the amount of the cheques (see annex 22).
