ISAU is indeed convinced that in the last five years UNESCO was capable of doing more with less because of sacrifices made through the massive abolition of posts and the lower quality work done by the entire Secretariat.

After the adoption of the Declaration on the Conservation of Historic Urban Landscapes (Resolution 15 GA 7) at the 15th session of the General Assembly of States Parties (UNESCO, 2005), the World Heritage Centre started setting out a comprehensive programme of thematic and regional expert meetings (category VI), financed through extrabudgetary resources (The Netherlands and France), to receive expert input on concepts, definitions and approaches to historic urban landscapes as potential content material for a new UNESCO Recommendation on the subject.

The new working methods, the high number of appeals to be addressed, the shortened deadlines for submission of the respondent’s replies (from two months to 30 days) and the time differences between New York and the other duty stations where client departments/offices, witnesses and the Tribunal branches are located, have resulted in a heavy workload for the staff of the Section, who consistently work very long hours and during the weekends.
