Ever since the start of the recent internal events and developments in Syria, and especially after certain extremists started using violence and bearing arms against the forces of law and order and innocent Syrian citizens, including peaceful demonstrators, it has become clear to us and to many observers throughout the world that some parties, including in this very Security Council, are attempting to involve the Council, on the pretext of weak excuses and justifications, in internal developments that have nothing to do with its role, responsibilities or mandate.

The Government’s strategy focuses on ensuring country-wide sustainable development, which includes enacting legislation and special regulations for the assimilation of people with special needs and other vulnerable groups; increasing rehabilitation and training programmes in partnership with other local and private institutions; providing free or subsidized housing; training social welfare dependents for the job market; providing financial assistance to those in need; and enacting legislation to encourage local institutions, individuals and the private sector to provide social services.

Drawing attention to the revised guidelines for reporting under the Convention (CERD/C/2007/1, paras. 10–12), the Committee recommends that the State party collect and publicize reliable and comprehensive statistical data on the ethnic composition of its population, using the indicators of ethnic diversity on the basis of self-identification of persons and groups, in order to enable the Committee to better evaluate the enjoyment of rights under the Convention in Turkmenistan.

These efforts would eventually help developing countries to integrate regionally, in line with strengthening production networks, and by following and implementing South–South trade and economic cooperation initiatives.
