The scope of organized violence committed by these groups, their substantial economic power, capacity to corrupt authorities and State institutions, links with local authorities and local networks of influence, their impact on social actors and the alarming levels of violence against civilians make them a daunting challenge to the rule of law.

When the public are in panic, the authorities should calmly provide the public with relevant information as soon as possible, so that they will respond in a mature manner to a crisis which development is still unknown.

Since the Basic Law has already spelt out the blueprint of Hong Kong Special Administrative Region Government's future democratic development of the political system, Hong Kong people, to be sensible and realistic, should work for the realization of the Basic Law, not to repudiate it and replace it with a so-called "reform" package which gives rise to political and social disturbances, unsettled feelings and economic ups-and-downs.

Outside the boundaries of international law, there can be no justice or friendly relations amongst States, much less cooperation for the good of the billions of individuals we represent.

This is similar to the point mentioned by me earlier in a question to the Secretary for Security during the Question Time, that I feel frightened whenever I go to Sham Shui Po and Shanghai Street, for those places are linked with certain vice activities.

During the financial turmoil in 2001, the wage earners in Hong Kong were helpless and terrified in the face of unemployment; their problems could not be solved by increasing training, creating positions and expediting the launch of government works projects.

Therefore, those people are willing to contribute a little more money, so that poor pupils can receive free kindergarten education, more places of university education can be available, more members of the public can be offered housing and all of us do not have to be so worried, so that they can have greater peace of mind when taking public transport, instead of saying, "Ms LAU, I can skip meals but I cannot skip taking transport.

Although we are now living under the sovereignty of China, we, the group of people who are being denied of entry into the Mainland over the past 20 years, still have to voice out unceasingly the fear and anger of Hong Kong people.
