In the ESCWA region, the concept of Integrated Transport System in the Arab Mashreq (ITSAM) is based on the fact that the transport sector, including land, sea and air modes, has a strategically significant role to play in fostering and sustaining the socio-economic development of countries in the region, and in promoting their integration, notably by enhancing flows of trade and tourists among them as well as between countries of the region and the rest of the world.

The Government of the Republic of Iceland has proposed the establishment, in Reykjavik, of a “World Language Centre” – in the framework of the Vigdis Finnbogadóttir Institute for Foreign Languages – as a category 2 centre under the auspices of UNESCO.

In February 2009, the Minister of Education, Science and Culture of Iceland informed the Director-General about her country’s intention to establish in Reykjavik, under the auspices of UNESCO, a category 2 centre in the domain of language.

On 17 February 2009, the Minister of Education, Science and Culture of Iceland sent a letter to the Director-General of UNESCO informing that Iceland would seek category 2 status, under UNESCO’s auspices, for a centre to be established in Reykjavik.

The Government of the Republic of Iceland has proposed the establishment, in Reykjavik, of a “World Language Centre” as a category 2 centre under the auspices of UNESCO.

During this session, the SHS and SC Commissions examined the resolution proposed in document 35 C/COM SC/DR.1 (submitted by: Austria, Belgium, Plurinational State of Bolivia, Burkina Faso, Congo, Democratic People’s Republic of Korea, Denmark, Djibouti, Dominican Republic, Finland, Iceland, Libya, Lithuania, Luxembourg, Madagascar, New Zealand, Netherlands, Norway, Palau, Papua New Guinea, Poland, Portugal, Samoa, Senegal, Slovenia, Sweden, Tuvalu, Uruguay; co-sponsored by: Barbados, Costa Rica, Germany, Kazakhstan, Latvia, Lebanon, Malaysia, Monaco, Pakistan, Solomon Islands, Suriname, and Zambia), requesting the Director-General to strengthen UNESCO’s specialized capacity on climate change, building upon UNESCO’s unique interdisciplinary profile.

At the opening of the substantive session on 4 September, the Acting Head of the Department for General Assembly and Conference Management, Jean-Jacques Graisse introduced the report of the Secretary-General on the pattern of conferences (A/67/127).

On 13 and 14 September, the Special Rapporteur chaired a Working Group on “Reform of UN Human Rights Mechanisms” at the Annual Conference of the Association of Human Rights Institutes (AHRI): “Reforming Human Rights Institutions: Progress and Status”, organised by the Icelandic Human Rights Centre/Norwegian Centre for Human Rights in Reykjavik, Iceland.

Purpose: Pursuant to 186 EX/Decision 14 (VIII), the present document contains a draft resolution recommended by the Executive Board for the approval of the establishment in Reykjavik of the above-described centre.

Following a request for action of the Minister of Education, Science and Culture of Iceland, an expert mission was organized by the UNESCO Secretariat in July 2009, to carry out a feasibility study on the establishment in Reykjavík, Iceland, of an international language centre as a category 2 centre under the auspices of UNESCO.
