Several challenges were encountered in the development of United Nations common country programmes: firstly, the domestic political situation, especially the growing concern over human rights issues and the government’s sensitivity on human rights, have made it very difficult to develop a common United Nations country programme for which UNCT and the government would have shared ownership; secondly, the profile of the donor community in Iran is very low and it has been very difficult to generate FIT resources and joint United Nations programming; and, thirdly, there is still reluctance and technical barriers among UNCT members toput together financial and human resources for joint activities.

In developed countries, innovation in value addition is converging on convenience foods and a wider range of high-valueadded products, mainly in fresh, frozen, breaded, smoked or canned forms to be marketed as ready and/or portion-controlled, uniform-quality meals.

A number of specific comments were made as follows: the reference of the Code on the Marketing of Breast Milk Substitutes is important; the Code shouldbe generic and focus on the protection of consumers in countries which do not have adequate control measures for food quality; the Code should concentrate on the core provisions in Article 3 and should not be used to resolve issues dealing with compliance, which should be addressed by the CCFICS; the problem of illiteracy in some developing countries may be a challenge in order to provide consumer information and raise their awareness on food safety issues; and the Code should not reiterate existing provisions in Codex texts or the WTO agreements.

The Prosecution and Defence teams engage in pre-hearing discussions of legal issues to focus and resolve contentious matters beforethey are raised in court, and deal with many issues by way of filings and/or correspondence to ensure that court time is used for the taking of evidence.
