The priorities of the Office of Human Resources Management during the budget year focus on the implementation of the Secretary-General’s vision for human resources management, “serving as one”, and will continue implementing the ambitious United Nations human resources reform agenda in peace operations (see resolution 63/250), including the launch of the talent management system, a new IT construct for staffing which integrates the policies and processes that underpin the management of talent in the Organization.

While the rise in FDI levels is attributable to the intensification of South-South trade and investment flows among southern countries with emerging economies such as Brazil, China and India leading the way, analysts have noted the rise of “Africanlions”, highperforming African economiessuch as Botswana, Egypt, Libya, Mauritius, Morocco, South Africa and Tunisia (before the Arab Spring) that have outperformed Brazil, the Russian Federation, India and China (the BRIC countries) since 2008 as measured in terms of per capita GDP levels.

To achieve the goals and objectives of the Johannesburg Plan of Implementation on sustainable consumption and production, it is agreed to establish a 10-year framework of programmes on sustainable consumption and production (2011-2021) that: provides a common vision inspired by Agenda 21, the Rio Declaration and the Johannesburg Plan of Implementation; is ambitious, aiming towards the highest common denominator; catalyses highlevel political support; is broadly participatory, engaging all stakeholders, including the private sector; is feasible and actionable; and respects national ownership and priorities and is in accordance with the Rio Principles, including common but differentiated responsibilities.

Nevertheless, the lack of experience and knowledge of most legislators, inefficient procedural rules, the very ambitious legislative agenda that is being pursued and the speed with which legislative decisions are being taken all raise profound questions about the effectiveness of lawmaking going forward, as discussed in Section V below.

Regarding the 1373 Committee, my delegation welcomes with interest the ambitious programme of work announced by the Turkish chairmanship of the Committee, especially measures aimed at ensuring the effective implementation of the obligations pursuant to resolution 1373 (2001) and the continuation of initiatives aimed at promoting the implementation of the resolution through regular thematic discussions and informal briefings with Member States, the most recent of which related to maritime security and acts of terrorism on the high seas.

Russia’s economic growth and development allowed it to strengthen its international positions, to resume it role as an international donor, and to take up ambitious commitments for international humanitarian and development assistance.

An evidence-based appraisal of the implementation of the Brussels Programme of Action for the Least Developed Countries for the Decade 2001-2010 confirms that a more strategic, comprehensive, and sustained approachbased onambitious, focused and realistic commitments is required to bring about structural transformation in least developed countries that fosters accelerated, sustained, inclusive and equitable economic growth and sustainable development and helps least developed countries meet long-standing as well as emerging challenges.

Demographic trends, globalization, technological advances and the need to move towards a green, eco-efficient economy all call for an ambitious employment strategy over the coming years, which will depend on an improvement of the overall macroeconomic environment and investment in sustainable development.

The assessment of the costs and needs necessary to achieve the MDGs carried out in developing countries at the recommendation of the 2005 World Summit led those countries to adopt very ambitiousdevelopment plans that were not financially sustainable without appropriate international assistance.
