The amount of $573,500 would provide for the acquisition of specialized communications equipment and associated software, the replacement of obsolete equipment for DPKO and DFS and the provision of the following support services: acquisition of videoconferencing terminals and conferencing units ($72,000); software for videoconferencing and remote access control ($30,000); satellite modems ($25,000); test and installation equipment for the satellite Earth station ($70,000); spare parts and supplies for communications equipment, including modems, routers and terminals ($154,000); mobile office (Citrix) tokens for critical staff to enable remote access to the United Nations server in the event that staff are unable to come to the office to carry out their duties ($213,500); and communications support services for conference rooms in the North Lawn Building ($9,000).

In order to enhance its mission and vision, the Institute for African Culture and International Understanding (IACIU) envisages to hold horizontal and complementary cooperation with institutions already identified at the national level: these institutions include, among others, the Centre for Black Culture and International Understanding (CBCIU) based in Osogbo, the Centre for Black and African Arts and Civilisation (CBAAC), a repository of 1997 Festival of African Arts and Culture (FESTAC), based in Lagos, the Institute of Cultural Studies at Obafemi Awolowo University in ILE-IFE, the Institute of African Studies at Ibadan University, the Osun State University, the African Leadership Forum in Ota as well as Universities with relevant departments on culture studies.

(c) At a micro level, i.e. in individual places of deprivation of liberty in the broadest sense, the causes include the condition of infrastructures and services, which range from run-down to totally inhumane; overcrowding; the precarious employment and living conditions of the staff working in these places; the tendency to use authority arbitrarily; widespread corruption; and a lack of external oversight.

The Registry is expected to meet its objective and expected accomplishments on the assumption that: (a) the States of the former Yugoslavia cooperate in the provision of information and other forms of assistance; (b) there are no delays in the proceedings for reasons beyond the Tribunal’s control, such as illness of the accused, unforeseen disclosure of material, requests for replacement of defence counsel, requests for review of cases already tried, other motions affecting the proceedings or the non-availability of witnesses to certify statements and provide testimony; and (c) the turnover rate of the Tribunal’s staff remains within acceptable limits.
