Convinced and inspired by the critical role of adult learning and education in addressing global and educational issues and challenges, acknowledging our achievements and progress since CONFINTEA V yet cognisant of the challenges we are still confronted with, and recognising that the fulfilment of the right to education for adults and young people is conditioned by considerations of policy, governance, financing, participation, inclusion, equity and quality as outlined in the annexed Statement of Evidence, we are determined to pursue the following recommendations and strategies.

The additional requirements are due primarily to: (a) the cost of providing residential security for military observers, military staff officers, United Nations police personnel, Government-provided personnel and United Nations Volunteers, which were not fully budgeted in 2009/10; (b) a 16 per cent increase in the electricity rate; and (c) higher requirements for petrol, oil and lubricants owing to the increase in the number of generators and the daily consumption rate based on recent consumption patterns, partially offset by the lower price for diesel fuel.

The Registry is expected to meet its objective and expected accomplishments on the assumption that: (a) the States of the former Yugoslavia cooperate in the provision of information and other forms of assistance; (b) there are no delays in the proceedings for reasons beyond the Tribunal’s control, such as illness of the accused, unforeseen disclosure of material, requests for replacement of defence counsel, requests for review of cases already tried, other motions affecting the proceedings or the non-availability of witnesses to certify statements and provide testimony; and (c) the turnover rate of the Tribunal’s staff remains within acceptable limits.

In line with UNESCO’s Gender Equality Action Plan, strong emphasis was placed on fostering gender perspectives in media content and on reducing gender stereotyping, while at the same time advocating for equal opportunities in decision-making positions for women in the media.

A range of other suggestions was put forward, such as: to ensure the preservation of digital heritage, including archives and libraries as a component of the “Memory of the World Programme”; to develop media education programmes for children and adults; and to increase familiarity with the use of ICTs, especially within the framework of the knowledge society and knowledge economy, in light of the outcomes of the World Summit on the Information Society.

In this context, it was suggested that both States Parties and the broader implementation community need to make sure that this actually happens, including moving beyond the general discussions of how to ensure that girls, boys, women and men have equal access to the resources generated through implementation of the Convention, and, by asking why progress has been so slow.

During this session, the SHS and SC Commissions examined the resolution proposed in document 35 C/COM SC/DR.1 (submitted by: Austria, Belgium, Plurinational State of Bolivia, Burkina Faso, Congo, Democratic People’s Republic of Korea, Denmark, Djibouti, Dominican Republic, Finland, Iceland, Libya, Lithuania, Luxembourg, Madagascar, New Zealand, Netherlands, Norway, Palau, Papua New Guinea, Poland, Portugal, Samoa, Senegal, Slovenia, Sweden, Tuvalu, Uruguay; co-sponsored by: Barbados, Costa Rica, Germany, Kazakhstan, Latvia, Lebanon, Malaysia, Monaco, Pakistan, Solomon Islands, Suriname, and Zambia), requesting the Director-General to strengthen UNESCO’s specialized capacity on climate change, building upon UNESCO’s unique interdisciplinary profile.

As well, several delegations expressed support at this special session for Zambia’s proposal to establish a new Standing Committee to address the challenges related to international cooperation and assistance in the context of the Convention.
