During this current mandate, the Group has found evidence that FNL, while remaining independent, has established operational alliances with FRD and FRONABU-TABARA (hereafter FRONABU), as cemented in a meeting of representatives of the three movements, which took place near Kamanyola in early March 2012.

Negotiations on national reconciliation led to the 1994 peace agreement signed with one part of the membership of FRUD, who then joined the Government.

In his report to the General Assembly (A/65/306), the Secretary-General said that in May and July 2010, UNHCR had held separate meetings in Geneva with representatives of the Frente Polisario and Morocco to evaluate the current programmes and attempt to find a solution to the disagreement that had led to the suspension of the family visit flights, and urged them to agree to the steps necessary to inaugurate family visits by road.

The Frente Polisario, with the support of Algeria, insists on a referendum with multiple options, including independence, while Morocco insists on a negotiated autonomy regime and a referendum of confirmation with one option.

Both Parliament’s Legal Affairs committee and the Publish What You coalition propose a definition in which projects are equivalent to “activities government by a single contract, license, lease, concession or similar legal agreement with a government upon which payment liabilities arise”.

In 1992, the Mozambican National Resistance (RENAMO) and the Front for Liberation of Mozambique (FRELIMO) signed a General Peace Agreement to end the civil war that began in 1977.

Following the end of Spanish administration over Western Sahara in 1975, fighting erupted between Morocco, claiming sovereignty over the territory, and the Frente POLISARIO, seeking a referendum for self-determination of the people of Western Sahara.

Global Witness and a collection of concerned NGOs established the PWYP coalition in 2002 following the launch of a report which documented the embezzlement of government revenue from Angola’s extractive industry during the preceding decade.37 PWYP was also instrumental in founding and expanding the EITI.
