In an effort to further clarify the role of peacekeepers in peacebuilding vis-à-vis other actors, the Department of Peacekeeping Operations and the Department of Field Support developed their “nexus paper”, which states that peacekeeping operations have three peacebuilding roles: first, we help Governments articulate priorities by supporting consensus among national counterparts and the broader international community, and guiding overall strategy development and implementation; secondly, we enable other national and international actors to implement peacebuilding tasks by providing a security umbrella, logistical support and political space for reconciliation efforts and economic recovery to develop; and, thirdly, we implement certain early peacebuilding tasks ourselves, including through support for political processes, security sector reform and by engaging in early capacity-building in certain areas, in close collaboration with other partners.

The Commission may wish to consider how future topics are identified and whether greater emphasis should be given to a broad range of factors such as those discussed above, as well as to strategic considerations such as: (a) identifying potential users of a text if developed; (b) articulating the importance of the development of that text and of UNCITRAL undertaking the work within the United Nations context, as well as the context of the above factors; (c) specifying the priority that States attach to that work; and (d) quantifying the economic impact or necessity of that work.

For example, such a text could provide examples of how to: (a) state the intention of creating a security right; (b) identify the grantor and the secured creditor; and (c) describe the secured obligation and the encumbered asset.

First, the WIPO Copyright Treaty establishes new rules that may soon become the international standard.30 It clarifies copyright holders’ exclusive rights over material in the on-line environment and specifically calls for countries to provide effective legal remedies against the circumvention of technological protection measures restricting types of access that are not authorised by the copyright holder or permitted in national law.

These country plans, developed in government-led consultation with Member States, will: build on existing or newly adopted IP strategies or action plans; demonstrate complementarities of various programs; and, illustrate how resources will be or are being utilized in order to achieve a coherent set of objectives and results.

The Committee appreciates the constructive dialogue with a multisectoral delegation, which included a representative of the Ministry of Defence, which shed light on the implementation of the provisions of the Optional Protocol, as part of Israel’s broader commitment to children’s rights in general.

In an effort to accelerate progress towards the Millennium Development Goals, and backed by the analysis and evidence outlined in the study, “Narrowing the Gaps to Achieve the Goals”, UNICEF made an explicit commitment (at the 2010 annual session of the Executive Board) to sharpen and implement an equity-focused approach in all its work.

In light of the above, at its first meeting the Ad Hoc Expert Group should attempt to include in its outcome document: (a) actions that have been taken by countries, regional processes, international organizations, major groups and others on forest financing and the problems, challenges and successes they have faced, as well as the next steps in their planning for forest financing; (b) specific areas for further work and study; and (c) recommendations to the United Nations Forum on Forests at its ninth session for its consideration of necessary intersessional work leading up to the second meeting of the Expert Group.

The Committee requests the State party to include in its next periodic report information about consultations that were and are being conducted by the Government of the State party concerning industrial and other projects in all the territories where indigenous peoples traditionally live.
