It is proposed that the Information Systems Officer (P-4) position be continued to provide systems support for the Peacekeeping Financing Division for all budget, troop cost and fund monitoring-related systems serving the Division, and to provide guidance for the development of strategies and a vision for integrating the peacekeeping budget submission requirements and the auxiliary systems supporting the Division into Umoja, which includes the articulation of the particular business requirements related to peacekeeping and coordination with the Umoja team.

It is in that same context that, as members of the Council and from our national perspective as a State party to the Court, we cannot turn a blind eye to the suffering caused to the population and the serious acts committed in Darfur since 2003, as well as to the recent investigations that detail systematic and lamentable facts, which by any measure constitute crimes against humanity.

Countries that objected to the conversion of the Committee to an intergovernmental body commonly cited the following two reasons: (a) the danger of duplication of work of other international organizations active in the area of international tax cooperation and the resulting danger of establishment of multiple and inconsistent international standards in the area of international taxation; and (b) additional resource requirements with the risk of fragmenting the already limited resources currently allocated by Governments to international tax issues.

A number of specific comments were made as follows: the concept of food safety is universal, thus there should be no exception, as presently in Article 4.2, allowing exporting countries to export food, which does not comply with its national legislation; the issue of implementation of the Code, especially by countries lacking a control system, should be clarified; the present text may contradict some of the principles of Codex insofar as they establish and draw upon national regulatory frameworks; the ethics of equal treatment in terms of commercial transactions and food aid and donations should be made clearer; and some of the provisions in the text may be contrary to WTO provisions.

The Department of Management, in developing the procurement governance arrangements described by the Secretary-General (A/64/284/Add.1), should make full use of audit recommendations, to clarify the accountability of the Procurement Division and the Department of Field Support regarding monitoring of the delegation of authority to field missions; to define the terms of reference of the contract review committees and their reporting lines; and to establish a proper monitoring system at Headquarters to review the performance of the local committees on contracts in field missions and at the United Nations Offices at Geneva, Nairobi and Vienna.

Building on the outcome of the 2008 mid-term review (E/ICEF/2008/18) and the in-depth review (E/ICEF/2010/9) of the MTSP, the report aims to (a) take stock of changes in the global context affecting children, including emerging issues; (b) review progress made towards achieving the Millennium Development Goals and commitments of the Millennium Declaration building on the discussions that took place at the General Assembly High-level Plenary Meeting on the Millennium Development Goals (“Millennium Development Goals Summit”), in September 2010; (c) identify and elaborate on key strategic shifts in the MTSP; and (d) present results in each focus area, based on lessons learned, analysis of progress and recent developments, and a review of management issues.

The Advisory Committee had commented in more detail on disciplinary issues in its report on investigations pursuant to General Assembly resolution 62/247 (A/63/492) and would address the issue of delegation of authority for disciplinary matters in the field in its forthcoming report on the administration of justice.

In light of the above, at its first meeting the Ad Hoc Expert Group should attempt to include in its outcome document: (a) actions that have been taken by countries, regional processes, international organizations, major groups and others on forest financing and the problems, challenges and successes they have faced, as well as the next steps in their planning for forest financing; (b) specific areas for further work and study; and (c) recommendations to the United Nations Forum on Forests at its ninth session for its consideration of necessary intersessional work leading up to the second meeting of the Expert Group.
