Section II, title X, article 328 of the Family Code states: “When the health, safety, morality or education of a minor are jeopardized or insufficiently protected owing to the immoral behaviour or disability of the father and mother or of the person accorded the right of guardianship, or when, owing to misconduct or unruly behaviour, a minor gives these individuals cause for very serious dissatisfaction or renders them incapable of exercising guidance, the juvenile judge may on his own initiative, at the behest of the public prosecutor or at the behest of the father, mother or guardian, rule that the minor shall, for a period not to extend beyond the date of his coming of age, be visited regularly by a social worker or placed on probation.

High-handed policies to maintain illegal occupation were doubly disastrous owing to their direct effect on lives and livelihoods on the ground and to their negative impact on the broader peace process, the only light at the end of a long tunnel of conflict and violence.

I now wish to proceed to touch on a number of issues raised in the Secretary-General’s report (S/2009/684) that were also highlighted by the Special Representative of the Secretary-General in his briefing.

Bearing in mind the scope of the tragedy that has hit Haiti, we support the Secretary-General’s call on the international community to continue to give comprehensive support to that State until full restoration of Haiti’s national potential.

The Commission took note of the note by the Secretary-General, transmitting the report prepared by the Commission, on the economic and social repercussions of the Israeli occupation on the living conditions of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan (A/66/78-E/2011/13), and noted with appreciation the efforts of the secretariat to support the Palestinian people, build their institutions and raise awareness of Palestinian rights as guaranteed by numerous international resolutions, charters and conventions.

In general, delegations supported the view that the General Assembly should encourage the judges of the United Nations Dispute Tribunal and those of the United Nations Appeals Tribunal to continue, and to expand as appropriate, their practice of consultation in any process of drafting amendments to the rules of procedure of the respective Tribunals; hence, the proposal contained in the Secretary-General’s report (ibid., para. 250) requiring consultations before amendments to rules of procedure was not considered necessary.

In that resolution, the Security Council, having considered the report of the Secretary-General (S/2009/200), among other things, welcomed the parties’ agreement with the Personal Envoy’s suggestion to hold small, informal talks in preparation for a fifth round of negotiations and called upon the parties to continue to show political will and work in an atmosphere propitious for dialogue in order to enter into a more intensive and substantive phase of negotiations, thus ensuring the implementation of the relevant resolutions.

It discusses three promising areas of clean growth poles that can foster clean and sustainable growth – energy efficiency, sustainable agriculture including organic agriculture, and renewable energy technologies.

The purpose of the Government Pension Fund is to facilitate Government savings necessary to meet the rapid rise in public pension expenditures in the coming years, and to support a long-term management of petroleum revenues.

The net decrease reflects reductions under most objects of expenditure, including $242,800 under consultants, mainly as a consequence of the increased use of in-house expertise, where possible; $104,700 under experts, resulting mainly from concerted efforts to combine meetings or reduce the number of experts and the duration of meetings, whenever possible; $121,200 under travel of staff, mainly attributable to increased utilization of video conferencing, combining trips and/or reducing the duration of travel as much as possible; $460,800 under contractual services, primarily owing to increased utilization of electronic means of disseminating publications; $111,000 under furniture and equipment, reflecting reduced requirements for the replacement of furniture and office equipment resulting from extending the lifespan of furniture and equipment; and $781,600 under grants and contributions, mainly owing to the termination of the contract with the International Computing Centre.
