The Democratic People’s Republic of Korea would do its best to pave the way for improved inter-Korean relations and to achieve national reconciliation and unity.

However, now that the relevance of the mainstream news media is being challenged by the rising popularity of alternative sources, news distribution platforms are rapidly multiplying and diversifying and social media tools are revolutionizing the way in which people access and share information, the Committee wonders whether the time has come for the Department of Public Information to assess how it can enhance the responsiveness of its public information activities to the Organization’s needs, how it can bring greater creativity and innovation to its work, and how it can continue to promote the work of the United Nations in a way that is more relevant to the daily lives of individuals all around the world.

However, there are substantial disparities between countries and digital divides affecting women, the poor and those living in rural areas, particularly concerning broadband deployment.

VIII.13 In its previous reports on progress made in the implementation of the enterprise resource planning system (A/65/576, A/64/7/Add.9 and A/63/487), the Advisory Committee made observations and expressed some concerns on a number of issues, including the delays in staffing the project team; the lengthy process of recruiting subject-matter experts; the need for closer cooperation between the project team and the Office of Information and Communications Technology in cataloguing and decommissioning the systems to be replaced by the enterprise resource planning system; the need for closer cooperation between the project team and the Office of Information and Communications Technology and the Department of Field Support in implementing technical activities and infrastructure; and the complexity and number of the interfaces to be developed between the enterprise resource planning system and the human resources management system, Inspira.

In this connection, the Advisory Committee was provided with a table (see table VIII.8) showing the lease expiry, estimated annual rental costs and square footage of all United Nations leased properties, distinguishing between longterm leases concluded by the Facilities Management Service, capital master plan swing spaces, Facilities Management Service leases in the capital master plan swing spaces and properties leased by Facilities Management Service for the Umoja project.

As part of the e-Morocco national strategy, drawn up by the Government of Morocco, the Rabat Office is providing support to the programmes being implemented by the Minister of Economic and General Affairs in the field of e-government, and has funded a roadmap on local governance in Morocco with a view to collecting information on all local e-govenance initiatives in the country, identifying and analysing similar programmes in other countries, and analysing and summarizing the strengths and weaknesses of those initiatives.

UNESCO advocated for stronger evidence-based planning and management in the area of education and for improved quality through piloting innovative inclusive and child-friendly educational approaches and developing effective education policies and laws, focusing on ensuring the right to quality education, especially for rural and disadvantaged populations.

The Attorney for Human Rights noted, inter alia, that the jail had 50 places, but that at the time of the first inspection there were 104 inmates and at the time of the second, 109; the budget allocation for food was 8.30 lempiras a day per inmate; some cells were prone to flooding from water leaks, yet because there were not enough beds many inmates slept on the wet floor; the toilets were constantly foulsmelling and full of filth because there were not enough for the large number of inmates, which constitutes a hazard to their health; overcrowding is a serious risk to the individual and collective safety of the prisoners, with men and women, members of rival gangs, prisoners with mental illnesses, and convicted prisoners and prisoners awaiting trial sharing the same cells; and the lack of security and the absence of authority had led to a violent incident on 27 October 2005, in which an inmate lost his life.

(f) Ensuring that the prison authorities are responsible for the assignment of cells and beds, so that all inmates have a decent place to sleep, sufficient food, recreation, sanitary facilities and other amenities that safeguard the right to decent treatment, without having to pay for them.

Submarine cables provide critical infrastructure, and the laying of submarine cables is one of the freedoms of the high seas under articles 87 and 112 to 115 of the United Nations Convention on the Law of the Sea of 10 December 1982 (“the Convention”), which freedoms shall be exercised by all States with due regard for the interests of other States and for the rights under the Convention with respect to activities in the Area, defined in article 1, paragraph 1 (1), of the Convention as the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction

Global analysis undertaken by the World Resources Institute showed that more than one quarter of the world’s active mines and exploration sites overlap with or are within a 10-kilometre radius of a strictly protected area; nearly one third of all active mines and exploration sites are located within areas of intact ecosystems of high conservation value; almost one third of all active mines are located in stressed watersheds; nearly one fifth of active mines and exploration sites are in areas of high or very high seismic hazard; and more than one third are in areas that may be predisposed to water quality problems.

In accordance with article 11 of the Rules and Regulations, claims are eligible for inclusion in the Register if: (a) the claimant is a natural or legal person; (b) the claimant has substantially met the technical requirements for submitting a claim; (c) the claim is within the jurisdiction of the Register of Damage; (d) the claimant has established a legal interest in the claimed damage; (e) the claimed damage is material; (f) the claimant has established a causal link between the claimed damage and the construction of the Wall in the Occupied Palestinian Territory; (g) the claimed damage was in fact sustained; (h) the documents and assertions in support of the claim are substantially consistent; and (i) the claim has been established prima facie, based on the information and documents submitted by the claimant, giving the claimant the benefit of the doubt in appropriate cases and bearing in mind the varying circumstances with regard to title and residency status of claimants.

The representative of Egypt then posed a number of questions to the organization, requesting that it not continue to evade responding to the Committee’s previous questions on the implications of the ideas and principles espoused by the organization on restricting the freedom of speech and the freedom of religion, as well as on the terminology it uses.

The Executive Directorate actively collaborates and coordinates with all of those bodies on a wide range of issues, including on Executive Directorate visits, the preparation of common strategic counter-terrorism approaches to regional or subregional issues and facilitation of technical assistance when vulnerabilities are identified, joint briefings to the Security Council, the promotion and dissemination of public information, joint workshops, the coordination of website postings to promote consistency and avoid duplication and planning for a special Counter-Terrorism Committee meeting with ASEAN in Jakarta that may occur in 2011.
