(a) The training provided for medical personnel involved with detainees on the guidelines to detect and document signs of torture and ill-treatment in accordance with international standards, such as those outlined in the Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Istanbul Protocol).

A certain number of allegations that originally cited human rights violations turned out, once investigations were complete, to concern ordinary criminality and organized crime and, where there was evidence of the involvement of agents of the State, these too have been investigated, with identification, trial and punishment as required.

My Special Envoy’s mission was too brief to reach definitive conclusions about the human rights situation, but he found many worrying signs, including threats and incitement against the armed opposition.

The preliminary studies for the restoration of two monuments in Cyprus have been completed, the one, Orthodox, located in the northern part of the island and the other, Muslim, in the Republic of Cyprus.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

In particular, this has been achieved by linking actions for the safeguarding and rehabilitation of monumental heritage with the traditional skills and associated know-how, and projects creating cultural itineraries for sustainable cultural tourism with the promotion of endogenous capacities for income generation through crafts and/or local and national museum development.

A training programme will also be organized for teachers to ensure that school and classroom teaching and learning atmosphere, language, materials and other activities do not perpetuate violence and, in particular violence against women.
