This requires establishing learner-friendly schools and institutions; increasing the number of teachers and enhancing their quality through comprehensive policies that address issues of recruitment, training, retention, professional development, evaluation, employment and teaching conditions as well as the status of teachers through increased national capacity; and building more classrooms and improving the material conditions of school buildings and infrastructure as well as the quality and content of the curriculum, pedagogy and learning and teaching materials, harnessing the capabilities of information and communications technology and the assessment of learning outcomes

The preliminary feasibility study 2006 details the current limited number of courses and programmes offered in China in the field of conservation of World Heritage properties while also noting that China has sufficient academic resources and long-standing academic frameworks for the study of cultural and natural resources and their conservation to permit rapid development of the needed training and research activities.

Regarding funding support for the arts groups, members in generally considered that the Administration should (a) ensure a reasonable and fair distribution of funding resources amongst arts groups; (b) review the existing mode of subsidy for the major performing arts groups to avoid stifling the development of non-subvented commercial arts groups; (c) provide more funding for the support of small and medium sized arts groups and budding artists; (d) explore means to minimize staffing and administrative expenses in the operation of arts programmes so that the savings could be re-allocated to the use of arts development; (e) examine the effectiveness of the current funding policy in achieving the policy goals, such as encouraging diversified and balanced development of arts and culture; and (f) consider increasing its overall allocation of funding for culture and the arts, given the imminent need to achieve the vision of the West Kowloon Culture District project.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

It was suggested that the States Parties reflect on how they can enable the necessary in-depth analysis and discussion of the requests in order to ensure that high quality requests continue to be the norm.
