The recosting reflected in the report of the Secretary-General on the effect of changes in rates of exchange and inflation on the proposed budgets of both the International Criminal Tribunal for Rwanda and the International Tribunal for the Former Yugoslavia for the biennium 2010–2011 (A/64/570) reflects the impact of the latest data on actual inflation, the outcome of salary surveys, the annual cost-of-living adjustments, the movement of post adjustment indices in 2009 and the effect of the evolution of operational rates of exchange in 2009.

According to the most recent data for each country, which refers mostly to the late 1990s, women in high-fertility countries had their first child at much younger ages than those in low-fertility countries: of the 34 high-fertility countries for which data were available, all but Tajikistan showed that the mean age at first birth was below 23 years, whereas of the 60 low-fertility countries, all but 4 (Brazil, Costa Rica, Maldives and Viet Nam) showed mean ages at first birth of at least 23 years.

In early December, the Madheshi People’s Rights Forum-Nepal (MPRF-N), led by Upendra Yadav, announced a renewed campaign to mobilize the Madheshi community in this regard.

Lebanon commends the cooperation demonstrated by most States with both Tribunals, especially the States of the former Yugoslavia and the States neighbouring Rwanda, and calls on them all to cooperate fully with the two Tribunals.

No observations need be made about the financial management of this Chair (the funds were invested and the interest was used in furtherance of the project in agreement with Fraunhofer), but the time frames have called the reputation of the Office into question among donors.
