The Security Council welcomes the report of the Secretary-General (S/2010/394), as requested by its resolution 1918 (2010), on possible options to further the aim of prosecuting and imprisoning persons responsible for acts of piracy and armed robbery at sea off the coast of Somalia, including, in particular, options for creating special domestic chambers possibly with international components, a regional tribunal or an international tribunal and corresponding imprisonment arrangements, taking into account the work of the Contact Group on Piracy off the Coast of Somalia (CGPCS), the existing practice in establishing international and mixed tribunals, and the time and resources necessary to achieve and sustain substantive results.

It welcomed Yemen’s interest in ensuring women’s rights and its acceptance of Bahrain’s recommendation to promote the role of women in society and their access to decision-making posts, as well as of other recommendations relating to discrimination against women.

The Commission welcomed the increased support to the work of the Committee on Statistics by the Russian Federation through the provision of financial resources for improving ICT support for census operations and economic statistics, and noted the need to assess and report on the results of completed programmes and projects.

As one of the earliest satellite operators to enter the Asian market, we have a selection of well-coordinated C-band slots, putting us in a good position to meet the increasing demand.

The Conference urges States Parties to take action to persuade non-parties to accede to the Convention without delay, and particularly welcomes action by States Parties and regional initiatives to provide assistance and support that would lead to wider accession to the Convention.

At its sixty-fifth session, the General Assembly welcomed the commitment by Pacific Islands Forum leaders and the Secretary-General to enhanced high-level dialogue between the members of the Pacific Islands Forum and the United Nations; invited the Secretary-General to consider ways to promote and expand cooperation and coordination with Pacific Islands Forum members and the Forum secretariat; and requested the Secretary-General to submit a report on the implementation of the resolution to the Assembly at its sixty-seventh session (resolution 65/316).

Among the recommendations were that UNRWA must: impress upon donors that its core budget was not an administrative black hole but the key to running its educational programmes and thus should be seen as an investment in the future of the Palestine refugees; exploit all funding opportunities; enlarge its donor base for the core budget, to which only a small number currently contributed — a point to which he had drawn attention in Cairo at a meeting of Arab League ministers whose countries gave welcome support to specific projects and emergency appeals but not to the core budget; expand its partnerships with non-State actors such as foundations and other institutions in the private sector; and continue to be cost-effective in conducting its programmes through better planning, implementation and oversight.

The meeting strongly welcomed the advances in results-based programming which should, nonetheless, be further strengthened and refined with a view to achieving a better balance between qualitative and quantitative indicators, complementarity with the expected outcomes of the Medium-Term Strategy and coherence between expected outcomes, expected results, as well as monitoring instruments and reporting standards.

In this context, the SBI welcomed the practices of the recent mitigation workshops, at which observers could make presentations when time allowed.

The mission of the Organization for Security and Cooperation in Europe (OSCE) to Bosnia and Herzegovina and the United Nations Development Programme welcomed the decision in the light of the recent weapons exports by Bosnia and Herzegovina to Armenia and Azerbaijan in breach of the Bosnia and Herzegovina commitments to the OSCE Principles Governing Conventional Arms Transfers, and in conflict with the European Union Council Common Position 2008/944/CFSP.

Algeria also welcomed the favourable follow-up on its recommendation to ensure that certain minorities had access to adequate housing, education, employment and health care, and that particular attention was to be paid to the promotion of their integration in all sectors of social life.

At its sixty-fifth session, the General Assembly welcomed the strengthened and fruitful cooperation between the United Nations and the International Organization of la Francophonie; invited the United Nations system organizations to collaborate with the Secretary-General of la Francophonie by identifying new synergies; invited the Secretary-General of the United Nations to take the steps necessary, in consultation with the Secretary-General of la Francophonie, to continue to promote cooperation between the two Organizations; and requested the Secretary-General to submit to the Assembly at its sixty-seventh session a report on the implementation of the resolution (resolution 65/263).

It welcomes the proposed change in the legislation and requests further information on how Benin intends to ensure that access to a lawyer is guaranteed to all persons who are deprived of their liberty, including those who cannot afford to retain a lawyer.

The view was expressed that satellite operators would welcome information on space weather hazards and conjunction risks on a daily basis and that expert groups B and C should consider means by which satellite operators could access space weather information and exchange orbital parameters to allow the most accurate risk analysis possible to be performed.

He welcomed the L’Aquila Initiative on Food Security and urged greater cooperation among countries to free the world from hunger and poverty.

New products with special features to suit different customer needs, including longer protection with shorter subscription periods, medical cover for the elderly, and flexible investment return pay-out patterns, were successfully launched.

By its resolution 65/310, the General Assembly welcomed the report of the Special Committee on Peacekeeping Operations (A/65/19), decided that the Special Committee, in accordance with its mandate, should continue its efforts for a comprehensive review of the whole question of peacekeeping operations in all their aspects, review the implementation of its previous proposals and consider any new proposals so as to enhance the capacity of the United Nations to fulfil its responsibilities in this field, and requested the Committee to submit a report on its work to the General Assembly at its sixty-sixth session.

In this connection, UNESCO’s endeavours to support developing countries in dealing with issues pertaining to environmental sustainability, including the formulation and implementation of policies for environmental management and the use of applied research for environmental and sustainable development to address issues of poverty reduction, were welcomed.

The Office continued to help the Organization to align its human resources capacity with emerging challenges and to support the establishment of new entities; to develop and maintain the human resources management infrastructure through policy development and information technology; to build capacity to help managers to manage and staff to function to the best of their ability, and to monitor performance; to introduce and share new ideas and good practices in human resources management; to advocate in matters relating to conditions of service and security, including in such areas as work-life issues, staff development and career opportunities; and to provide advice and administrative services to departments and offices, managers and the staff at large.

In that statement, the Council welcomed the positive evolution of the situation in Guinea and recalled the responsibility of States to comply with their relevant obligations to end impunity after the violence committed on 28 September 2009 and its aftermath in Conakry, in the context of the submission of the report of the International Commission of Inquiry (S/2009/693, annex).

Accordingly, we welcome the efforts of the United Nations High Commissioner for Human Rights and the Human Rights Council’s adoption of a resolution on 12 January 2009, which, inter alia, calls for an immediate cessation of Israeli military attacks and demands the withdrawal of Israeli occupying forces from the Gaza Strip; demands that Israel, the occupying Power, lift the siege imposed on the Gaza Strip and open all border crossings to allow for access and the free movement of humanitarian aid; urges all parties to respect international humanitarian and human rights law and to refrain from violence against the civilian population; and decides to dispatch an urgent international fact-finding mission to investigate all violations of international human rights and humanitarian law by the occupying Power.

(q) Welcoming also the various national, regional and international initiatives on all the Millennium Development Goals, including those undertaken bilaterally and through South-South cooperation, in support of national plans and strategies in sectors such as health, education, gender equality, energy, water and sanitation, poverty reduction and nutrition as a way to reduce the number of maternal, newborn and under-five child deaths.

The Delegation welcomed the action so far taken by FAO to establish a database to this effect as part of the International Portal on Food Safety, Plant and Animal Health and requested that Codex members be kept informed of further progress being made.

While welcoming the efforts of the State party to codify Sunni family law, the Committee is concerned at the lack of uniformity between judgements of different court system in the State party, as well as at the delay of the adoption of the civil law, which may prevent some children from having access to fair judgments and cause significant discrimination against different segments of the population in family matters occurring in mixed marriages.

The Commission also welcomed the offer of Japan to share its experience in improving the quality of transport with other countries of the region, and the offer of India to train road transport personnel at its many transport-related institutes and provide consultancy services to other countries in the region.

The Security Council is also strongly concerned by the increasing violence perpetrated by armed groups in the region, which has been exacerbated by the proliferation of weapons, from within and outside the region, that threaten peace, security and stability of States, recalls in this context its resolution 2017 (2011) and its previous resolutions and presidential statements on the impact of the transnational threats mentioned above and welcomes regional initiatives such as the ECOWAS Convention on Small Arms and Light Weapons, their Ammunition and Other related Material.
