The resolution just adopted provided such legal and moral protection, and was a step in the right direction, towards establishing justice, development and peace.

The region had to be more innovative and more catalytic, and should lead by advocacy, build new capacities, and empower people and nations to come together and to advance together.

We have urged for this conference to mark a turning point towards a more just, more equitable and more sustainable world.

This is an important step forward that can be attributed in large part to the momentum created by the Organization through its numerous advocacy actions, high-level world conferences on education and active engagement in country-level coordination processes.

Recognizing the danger to humanity posed by the possibility of the use of nuclear weapons and the necessity to address increased proliferation risks, to decrease nuclear arsenals, to strengthen nuclear security and to improve nuclear safety, we consider it urgent to reduce nuclear risks and achieve tangible progress on the path towards a world free of nuclear weapons.

(f) Other supplies, services and equipment ($10,693,500, or 53.3 per cent): resulting mainly from the deployment of chartered aircraft and vessels to transport equipment, assets and supplies from the United Nations Logistics Base at Brindisi, Italy, and from Miami, Florida, United States of America, to Haiti following the earthquake; the inadvertent recording of expenditures related to special measures for United Nations Volunteers, as well as independent contractors; the replenishment costs of equipment and supplies shipped from the strategic deployment stocks in the United Nations Logistics Base to the Mission after the earthquake; and miscellaneous earthquake-related claims.

Mr. Al-Madani put forward some concluding thoughts concerning how to make aid more effective: (a) the need to encourage more initiatives to share knowledge and innovation through development cooperation; (b) the need to help recipient countries to graduate from aid; and (c) the need to realize that helping the poor was a win-win situation.

The establishment of the Coordinating Council for National Minorities was an important step aimed at ensuring the protection of the national minorities, promoting their inter-community relations and improving the effectiveness of State efforts related to specific educational, cultural, legal and other issues.

It regarded the liberalization of its labour laws in favour of its Palestine refugees as only a first step, and believed that other States should follow suit.

At its sixty-fourth session, the General Assembly stressed the need for Member States to emphasize and integrate human resources development into national development strategies, including national development policies and strategies to eradicate poverty and achieve the Millennium Development Goals; and requested the Secretary-General to submit to the Assembly at its sixty-sixth session a report reviewing lessons learned from the global financial and economic crisis on the requirements for human resources development to help countries to prevent and overcome the negative effects of crises and progress towards a more sustainable path of development (resolution 64/218).

Of course, the establishment of such a legal regime took a major step forward in 2001 with the adoption of the United Nations Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects, and in 2005 with the adoption of the International Instrument to Enable States to Identify and Trace, in a Timely and Reliable Manner, Illicit Small Arms and Light Weapons.

Such negotiations will surely call for extensive efforts, but the first step towards the total elimination of nuclear weapons must be taken.

(a) The Peacebuilding and Statebuilding Goals — which prioritize legitimate politics, people’s security, justice, economic foundations and revenues and fair services — as an important foundation to enable progress towards the Millennium Development Goals to guide our work in fragile and conflict-affected States.

The main characteristics of the population of the Republic of Serbia are determined by the changes which have led the population to the old age threshold as a result of different tendencies in the dynamics of key events.

(c) In the area of transitional justice, keep the issue of transitional justice as a top priority, communicate widely the report on national consultations and, with a view to progressing towards implementation of the double mechanism, resume the discussions on pending issues (independence of the Court prosecutor, relationship between the Truth and Reconciliation Commission and the Special Tribunal, and exclusion of amnesty for war crimes, crimes against humanity and genocide).

Through our experience over the years, we have come to realize that, even as peace and security may seem a distant dream, if we all abide by the purposes and principles of the United Nations Charter, keep in mind our solemn resolve to combine our efforts to accomplish those aims and strengthen our conviction and cooperation, we will move ever closer to the objective of common security and enduring peace for all humankind.

I have the honour to enclose a copy of a note verbale dated 24 May 2010 (see annex) that has been sent by the United States Mission to the Permanent Mission of the Islamic Republic of Iran to the United Nations as a response to its notes of 15 March 2010 and of 7 May 2010 (see A/AC.154/393, annex) regarding delays in visa issuance and denial of a visa for the Deputy Foreign Minister, Mohammad Mehdi Akhonzadeh Basti.

This in turn makes it improbable the EU or U.S. would take the domestically difficult step of unilaterally lifting all sanctions.

Demographic trends, globalization, technological advances and the need to move towards a green, eco-efficient economy all call for an ambitious employment strategy over the coming years, which will depend on an improvement of the overall macroeconomic environment and investment in sustainable development.

Thus customers who for whatever reasons want to outsource the sealing system from their production chain, or who would like to take the first steps in using this technology together with us, have access to the entire group knowledge.

The Russian Federation and the United States of America view the signing of the Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms by Presidents D. A. Medvedev and B. Obama in Prague on 8 April 2010 as an important step on the path to nuclear disarmament and non-proliferation.

Recognizing that, despite the fact that increased global and national investments in malaria control have yielded significant results in decreasing the burden of malaria in many countries, and that some countries are moving towards elimination of malaria, many countries continue to have unacceptably high burdens of malaria and in order to reach internationally agreed development goals, including the health-related Millennium Development Goals, must rapidly increase malaria prevention and control efforts, which rely heavily on medicines and insecticides whose utility is continuously threatened by the development of resistance in humans to antimalarial agents, as well as resistance of mosquitoes to insecticides

As in other agricultural sectors, tobacco is subjected to certification schemes involving good agricultural practices (that require rational use of pesticide, not necessarily prohibit MB use), so moving away from MB is considered a step in the right direction.

Unfortunately, in parallel with the positive dynamic of movement towards Euro-Atlantic integration, there also continues to be a dynamic of nationalist politics and a readiness by some to challenge the Peace Agreement and, in particular, the sovereignty and territorial integrity of the country.

Among the commentators of the whole Mishna the following deserve special mention: Maimonides, the Hebrew translation of whose Arabic original is printed in most edition of the Mishna; Obadia di Bertinoro (d. 1510), Jom Tob Lippmann Heller (d. 1654), Jisrael Lipschutz (his Mishna with Commentary in 6 vols.

In like manner, the Shulḥan 'Aruk of Joseph Caro, which achieved greater practical results than the Mishneh Torah, of Maimonides, owed its authority to the fact that it was recognized as the most convenient codification of the teachings of the Talmud; while the treatises on the philosophy of religion which strove as early as the time of Saadia to harmonize the truths of Judaism with the results of independent thinking referred in all possible cases to the authority of the Talmud, upon which they could easily draw for a confirmation of their theses and arguments.

Indeed, in our discussion today and going forward in New York, I would suggest that we may all need to think hard about how we can help Ahmed Umer to do his job well, along with his counterparts everywhere.
