But if it is able to manage this complex process, Myanmar has the possibility to finally realise its enormous economic potential, catching up with its neighbours while avoiding some of their mistakes.

A host of concrete proposals were suggested to the coordinators of the Dialogue, such as: dialogue and networking among universities; dialogue among young scientists, involving UNESCO chairholders in dialogue activities; dialogue among student journalists and seasoned media practitioners from both regions; the holding of youth forums; reactivation of the Committee for the Translation of Literary Works and increase in the translation of Arabic works into European languages; a comparative study of school textbooks; dialogue involving professionals from cultural industries; the organization of an interregional conference on the image of Arab-Islamic culture in European history books.

However, in order to guarantee that the interests of Lebanon are fully preserved and that its sovereignty is not unduly encroached upon, rule 77 (B) of the Rules of Procedure and Evidence provides that the decision of the Prosecutor is subject to judicial scrutiny: when necessary and appropriate, the Prosecutor must be authorized by the Pre-Trial Judge to carry out investigative acts without the involvement of national authorities.

While searching for a solution to the problem in the short term, the Council needed to also find a long-term solution to the question of resources for the universal periodic review process to avoid ad hoc measures, which risked undermining the principle of equal treatment for all States.

Accordingly, we welcome the efforts of the United Nations High Commissioner for Human Rights and the Human Rights Council’s adoption of a resolution on 12 January 2009, which, inter alia, calls for an immediate cessation of Israeli military attacks and demands the withdrawal of Israeli occupying forces from the Gaza Strip; demands that Israel, the occupying Power, lift the siege imposed on the Gaza Strip and open all border crossings to allow for access and the free movement of humanitarian aid; urges all parties to respect international humanitarian and human rights law and to refrain from violence against the civilian population; and decides to dispatch an urgent international fact-finding mission to investigate all violations of international human rights and humanitarian law by the occupying Power.

Most Member States were of the opinion that UNESCO should refrain from developing new normative instruments and concentrate on the implementation of existing instruments, adopting at the same time a more realistic and flexible approach to the ongoing elaboration of instruments such as the universal norms on bioethics.

One delegation suggested three priorities that the secretariat could adopt: (a) optimizing resource utilization to avoid duplication; (b) paying attention to countries with special needs, especially the Pacific island countries; and (c) promoting substantial cooperation among disaster-prone countries in prevention, preparedness and post-disaster reconstruction.

Anyone who receives, deposits, trades in, converts or transfers money, securities, property or other financial resources in the knowledge that they are derived from activities related to drug trafficking, fraud, illicit arms trafficking, trafficking in persons, kidnapping, extortion, embezzlement, corruption of public servants, terrorist acts, theft or international trafficking in vehicles, as provided for under Panamanian criminal law, with the aim of hiding or concealing their illicit origin or of helping to evade the legal consequences of such crimes shall be sentenced to 5 to 12 years’ imprisonment and a fine of 100 to 200 days.

Successful mechanisms and practices, such as UNESCO’s International Network of Chairs in intercultural and interfaith dialogue; the revision of history textbooks using, inter alia, the General Histories produced by UNESCO; the sharing of common values pertaining to specific scientific disciplines in different cultural settings through dedicated science networks and information management systems on natural resource use; the creative use of media and information channels, including broadcast networks, to promote a better knowledge of other cultures and people; the development of methodological and statistical tools to understand better how to foster pluralism and avoid cultural exclusion and marginalization; and the various pedagogical tools to promote tolerance such as the Roads initiative.

The Chairman responded that there was no particular type of food which contained very high chloropropanol level found in this study, hence the key message to the public will be focused on promoting a balanced diet so as to avoid excessive exposure to certain contaminants from a small range of food items.

(c) Providing legal aid, advice and court support services in all legal proceedings to female victims of violence in order to ensure access to justice and avoid secondary victimization and other such services, which may include the translation of legal documents where requested or required.
