Reaffirming also the determination expressed in the Preamble to the Charter to save succeeding generations from the scourge of war, to establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained, to promote social progress and better standards of life in larger freedom, to practise tolerance and good-neighbourliness, and to employ international machinery for the promotion of the economic and social advancement of all peoples

Therefore, after a fruitful discussion covering all aspects of this issue, including the financial implications, fields of substantive responsibility (the role of the Secretariat), the efficiency of the system on the one hand and the need for support from WADAand the Council of Europe in order to avoid duplication of effort on the other, the Conference of Parties decided to request the Secretariat to prepare simple, low-cost options for the monitoring framework, to submit a report to the 2009 Conference and to request the States Parties to give their views on the various options by means of a written procedure.

At its sixty-second session, the General Assembly requested the Secretary-General to update the compilation of decisions of international courts, tribunals and other bodies referring to the articles, and to invite Governments to submit information on their practice in that regard; also requested the Secretary-General to submit that material well in advance of its sixty-fifth session; and decided to further examine, within the framework of a working group of the Sixth Committee, the question of a convention on responsibility of States for internationally wrongful acts or other appropriate action on the basis of the articles (resolution 62/61).

The membership of the Advisory Commission is currently as follows: Australia, Belgium, Canada, Denmark, Egypt, Finland, France, Germany, Ireland, Italy, Japan, Jordan, Lebanon, Netherlands, Norway, Saudi Arabia, Spain, Sweden, Switzerland, Syrian Arab Republic, Turkey, United Kingdom and United States; to invite Palestine to attend and fully participate in its meetings as an observer; to invite the European Community to attend its meetings; and to invite the League of Arab States to attend its meetings as an observer.

A host of concrete proposals were suggested to the coordinators of the Dialogue, such as: dialogue and networking among universities; dialogue among young scientists, involving UNESCO chairholders in dialogue activities; dialogue among student journalists and seasoned media practitioners from both regions; the holding of youth forums; reactivation of the Committee for the Translation of Literary Works and increase in the translation of Arabic works into European languages; a comparative study of school textbooks; dialogue involving professionals from cultural industries; the organization of an interregional conference on the image of Arab-Islamic culture in European history books.

The Advisory Committee recalls that in document A/64/6 (Sect. 34), the Secretary-General submitted a preliminary proposed programme budget for section 34 of the regular budget and the gross budget for jointly financed activities, pending the completion of the comprehensive management review of the organization of the Department of Safety and Security that was recommended in June 2008 by the Independent Panel on Safety and Security of United Nations Personnel and Premises Worldwide and the submission of the response of the United Nations System Chief Executives Board for Coordination to the recommendations of the Independent Panel.

In conclusion, I would like to reiterate that peace through disarmament is a common good of humankind and we must spare no effort in order to help build a nuclear-weapon-free world to help break away from the arms race and to focus instead on the fightagainst poverty, pandemics and the obvious environmental deterioration.
