The Secretariat Focal Point for Women would support the achievement of gender equality by promoting greater awareness of the value to the Organization of achieving gender balance, particularly at senior levels, and proposing concrete steps to foster a gender-sensitive work environment; providing advocacy and counsel to female staff; contributing to the development and realization of gender targets; monitoring progress towards the achievement of gender targets; advising on thestaff selectionprocess; and briefing management and staff on current General Assembly mandates and the strategies and organizational policies of the Secretary-General for improving the status of women.

The Office also advises on and facilitates the selection process of the Heads of Human Rights components.

Pursuant to paragraphs 4 (a) to (d) of resolution 60/180, 24 States had alreadybeen elected and/or selected as members of the Organizational Committee of the Peacebuilding Commission: China, France, Gabon, Mexico, Russian Federation, United Kingdom of Great Britain and Northern Ireland and United States of America selected by the Security Council; Australia, Brazil, Egypt, Guinea-Bissau, Morocco, Poland and Republic of Korea elected by the Economic and Social Council; Canada, Germany, Japan, Netherlands and Sweden selected by and from among the top 10 providers of assessed contributions to United Nations budgets and of voluntary contributions to United Nations funds, programmes and agencies, including a standing peacebuilding fund; and Bangladesh, India, Nepal, Nigeria and Pakistan selected by and from among the top 10 providers of military personnel and civilian police to United Nations missions.

He was concerned about the lack of transparency, consistency and parity in the hiring of temporary assistance staff and supported the recommendation of the Office of Internal Oversight Services in its report on the audit of the arrangements governing the recruitment of temporary assistance staff (A/63/94) that the Department for General Assembly and Conference Management should identify the criteria and guidelines for selecting freelance and temporary staff.

This was achieved through greater decision-making autonomy for the management, objective selection of senior managers, disclosure of conflicts of interest, strengthened monitoring by supervisory agencies, publishing of financial accounts, cost-based accounting system and functional unbundling of costs, and incorporating enhanced incentives for good managerial and staff performance and sanctions for failure to reach targets.

The distinction is that Option 3 would be a purely national court, whereas Option 4 would be a national court with international participation, perhaps in the form of judges selected by the United Nations sitting with national judges.

The Group was concerned that JIU had encountered some difficulties in obtaining information and data from the Secretariat required for the preparation of its report on transparency of the process for selecting and appointing senior managers in the United Nations Secretariat, as requested by the General Assembly in its resolution 64/259, and would seek additional information in that regard.
