Other areas proposed for inclusion in mainstreaming approaches were: indigenous peoples; post-conflict countries and countries experiencing violence and conflict; culture of peace/peace-building; environment and environmental education; marginalized and vulnerable groups of society; people with disabilities; information on HIV/AIDS and malaria; dialogue among civilizations, cultures and peoples; promotion of cultural diversity and intercultural dialogue; Haiti; talented children; domains of education and culture; the Central Asia region; social and cultural challenges related to globalization; role of media and their relation with culture; and small island developing states (SIDS).

It also regretted the fact that no recommendation had been made on the law concerning the disrespect, defamation and injury of civil servants, which had led to the imprisonment of several journalists.

Among the most important are the secular rise in food prices and the resulting nutrition scarcity; extreme volatility in commodity prices during the past four years, which has had negative cumulative effects on growth and has threatened to unwind hard-earned developmental successes, not least by inducing inflation in least developed countries that were otherwise following sound macroeconomic policies; lingering effects of the international financial crisis and subsequent adjustments; and undermining debt sustainability by increasing debt levels through borrowing for budgetary support, and by lowering growth prospects for many least developed countries.

(a) The measures taken to bring national legislation and policy into conformity with article 3 of the Convention, thereby preventing any persons from being expelled, returned or extradited to another State where there are substantial grounds for believing that they would be in danger of being subject to torture.

He points out that the beatings, asphyxiation and death threats to which he wassubjected were committed with the consent of the criminal prosecutor who subsequently ordered his detention.

The new Constitution (ratified on 7 August 2008) guarantees civil and political rights and fundamental freedoms including, inter alia: the right to life; right to nondiscrimination; right to fair and public trials; protection from arbitrary detention; right to bail; freedom from forced confession; right to legal aid; prohibition of torture or degrading treatment; right to appeal; access to compensation for unlawful arrest or detention; right to vote (voting age reduced to 18) and to hold public office; freedom of opinion and expression; right to privacy; right to information; freedom of association; freedom of assembly; freedom of movement; and provision of special protection to vulnerable groups, including children, adolescents, elders, and people with special needs.

(F) Subject to the Ordinance and to the next paragraph of this Article, no Director or proposed or intending Director shallbe disqualified by his office from contracting with the Company, either with regard to his tenure of any office or place of profit or as vendor, purchaser or in any other manner whatever, nor shall any such contract or any other contract or arrangement in which any Director is in any way interested be liable to be avoided, nor shall any Director so contracting or being so interested be liable to account to the Company or the members for any remuneration, profit or other benefits realised by any such contract or arrangement by reason of such Director holding that office or of the fiduciary relationship thereby established.

(5) A vacancy on the Board created by the removal of a Director under the provisions of subparagraph (4) above may be filled by the election or appointment by the Members at the meeting at which such Directoris removed to hold office until his successor is elected or appointed or until the first general meeting of the Company after the appointment and shall then be eligible for re-election or, in the absence of such election or appointment such general meeting may authorise the Board to fill any vacancy in the number left unfilled.

As reasons for his failure to appeal, the author submitted that the day before he was to be expelled from Sweden, the Migration Court decided not to stay the enforcement of his expulsion, and that he had good reasons to believe that the Migration Court of Appeal would also reject his request for a stay of enforcement, in view of the fact that the Court of Appeal would probably not grant him leave to appeal.

Notwithstanding any such forfeiture as aforesaid the Board may at any time, before any shares so forfeited shall have been sold, re-allotted or otherwise disposed of, cancel the forfeiture on such terms as the Board thinks fit or permit the share forfeited to be redeemed upon the terms of payment of all calls and interest due thereon and all expenses incurred in respect of the share, and upon such further terms (if any) as it thinks fit.

The Conference reaffirms the undertaking made by each State Party to provide or support assistance in accordance with the Charter of the United Nations to any State Party which so requests, if the Security Council decides that such State Party has been exposed to danger as a result of a violation of the Convention.

The following rights and freedoms are expressly provided for: right to life, right to physical and mental integrity, individual freedom, right to defense, freedom of movement, personal and family privacy, inviolability of domicile, secrecy of correspondence, freedom of conscience, freedom of expression, right to information, right to education, access to culture, rights to protection of health, right to a healthy environment, right to vote, right to be elected, freedom of assembly, right of association, right to work and social protection of labour, prohibition of forced labour, right to strike, right of private property, economic freedom, right of inheritance, right to a decent standard of living, protection of children and young people, protection of disabled persons, right of petition, right of a person aggrieved by a public authority.

In the context of education, activities focus on the following areas: (a) violence against children as a follow-up to the recommendations contained in the World Report on the Violence against Children (2006), with an added emphasis on gender dimensions of such violence, the role of religion and culture in its prevention, and the promotion of non-violent, participatory practices and support services; (b) inclusive education, with the aim of promoting an educational system that answers the needs of a diverse group of pupils, paying particular attention to the excluded and marginalized; (c) governance and inequality, looking at how good governance in education can reduce disparities based on wealth, location, ethnicity, gender and other grounds; (d) textbook revision to promote peace-oriented approaches taking into account new education challenges related to quality.

(B) Subject to the provisions of the Act, if any Director and/or other person shall become personally liable for the payment of any sum primarily due from the Company, the Directors may execute or cause to be executed any mortgage, charge, or security over or affecting the whole or any part of the assets of the Company by way of indemnity to secure the Director and/or person so becoming liable as aforesaid from any loss in respect of such liability.

There are many other issues that the authorities cannot avoid dealing with, including: ensuring the exchange rate remains stable, but also not overvalued, so as to protect and promote manufacturing and agricultural produc tion; tackling corruption; protecting against the possibility of rising inflation; dealing with rampant land speculation and the potential for land grabbing; and ensuring that new land legislation does not lead todispossession ofsmall landholders and those holding traditional title.

Most significantly, ZANU-PF retains full control of the security apparatus, raising legitimate fears elections could lead to a repeat of the 2008 violence and refusal to accept the democratic will of the people.
