SEMEP was launched at the 1993 General Conference by means of a Draft Resolution initiated by Greece and supported notably by Cyprus, Egypt, Israel, Jordan, Lebanon, Syrian Arab Republic and Turkey with the intention of promoting a culture of peace in a subregion troubled by conflicts by means of environmental education.

It will be recalled that the studies for this project are taking place within the framework of the bilateral agreements signed by the Governments of Morocco and Spain, respectively, on 24 October 1980 and 27 September 1989, whereby the two parties agreed to study jointly the feasibility of the project for a fixed link through the Strait of Gibraltar on the basis of an equal sharing of costs, under the authority of a permanent intergovernmental Joint Committee, with the help of two State engineering companies, namely the Sociedad de Estudios para la Comunicación Fija a través del Estrecho de Gibraltar (SECEGSA), whose head office is in Madrid, and the Société Nationale d’Etudes du Détroit de Gibraltar (SNED), whose head office is in Rabat.

(b) The technical assistance programme for enhanced control of trade in HCFC-based substances and equipment, intends to improve the control of HCFC consumption to enable the country to meet the compliance targets of the Montreal Protocol through the following initiatives: redesign of the ODS import licensing and quota system in order to include quotas for HCFCs and their blends as well as export controls; modification of the legal framework for ODS trade; technical assistance to the Customs department to improve the control on ODS trade; frequent and regular monitoring of the ODS import quota system; and continuous training and information of Customs officers and other staff directly related to ODS import procedures.

The Committee also urges the State party, through relevant authorities, to strengthen cooperation with the tourism industry, NGOs and civil society organizations in order to promote responsible tourism by the dissemination of the Code of Conduct of the World Tourist Organization among employees within the tourism industry and awareness-raising campaigns for the general public.

Accordingly, and in the light of a continued heavy workload and anticipated international boundary issues, it is proposed that the general temporary assistance position of Boundary Analyst (P-3) be continued to respond immediately to boundary crises and prevent border conflicts by providing impartial technical expertise.

What was required, speakers concurred, was more targeted initiatives by both least developed countries and their international commercial partners and other stakeholders to implement measures that would overcome institutional gaps and create appropriate incentives for more effective international collaboration to exploit investment opportunities, capitalize on unexploited trade opportunities, and assure more efficient and business-enabling knowledge sharing, especially best practices and other types of know-how, including the transfer of appropriate technologies.

The GMAP has continued to support training, capacity building and advocacy activities with States Parties in order to make mine action more inclusive, nondiscriminatory, accurate and effective by mainstreaming gender into all interventions.

The approval of these plans raises the total of new units approved in the illegal settlements to nearly 2,800 units in the span of just two weeks, revealing the intensity and extent of the occupying Power’s attempts to further entrench these illegal settlements in the Occupied Palestinian Territory, including East Jerusalem, and to further alter the demographic composition and character of that Territory in order to forcibly and illegally prejudge the final outcome of a peace settlement, undermining the essence and foundation of the two-State solution based on the pre-1967 borders.

WIPO therefore cooperates actively with diverse international partners, both within and outside the UN system, in order to contribute to shared solutions to major challenges by: unlocking the potential of innovation and IP for a more equitable world; analyzing the relationship between innovation, IP and technology transfer (to include, as appropriate, various forms of knowledge sharing, the transfer of R&D and productive capacity, including collaborations, capacity building, licensing and technology adaptation and diffusion); and, developing practical tools.

We encourage the Office of Legal Affairs to pursue its efforts in that regard, in particular in its contacts with the Transitional Federal Government in the months to come so as to determine, in cooperation with the Somali authorities, a feasible road map of activities conducive to the establishment of a Somali judicial solution to piracy, including through the definition of the necessary legal framework.

We undertake to further the process of African regional trade in order to promote the modernization of agriculture by opening up new markets and realizing scale economies in agricultural input production.

Moreover, a country situation will obviously evolve over time and should therefore be assessed on a regular basis in order that mechanisms may be adjusted to ensure the effective participation of minorities.

The project objective will be to initiate regional cooperation among countries in the South and Central Latin America Networks in order to enable the participating countries to improve their ODS import/export controls and data management, by promoting further regional cooperation for the control of transboundary movement of ODS, including the implementation of Decision XVIII/18 of the Meeting of Parties to the MP.

Another positive impact is the acknowledgement by the Member States, in General Assembly resolution 65/1, that good governance and the rule of law at the national and international levels are essential for sustained, inclusive and equitable economic growth, sustainable development and the eradication of poverty and hunger, and the commitment by the Member States, in the same resolution, to strengthening public-private partnerships in order to close the large gaps that remain in access to and affordability of ICT across countries and income groups, including by upgrading the quality and quantity of existing telecommunication infrastructure, particularly in the least developed countries, to support more modern ICT applications and greatly increase connectivity, access and investment in innovation and development and the effective use of innovative ICT applications and e-governance tools.

In our view, this debate has come at the right time — a time when Africa is making tremendous efforts to address the peace and security deficit, at the continental and subregional levels, through the African Peace and Security Architecture.

(v) Strengthening public-private partnerships in order to close the large gaps that remain in access to and affordability of information and communications technology across countries and income groups, including by upgrading the quality and quantity of existing telecommunication infrastructure, particularly in the least developed countries, to support more modern information and communications technology applications and greatly increase connectivity, access and investment in innovation and development and the effective use of innovative information and communications technology applications and e-governance tools; and in this regard encouraging further operationalizing of the voluntary Digital Solidarity Fund
