Thenet decrease reflects reductions under most objects of expenditure, including $242,800 under consultants, mainly as a consequence of the increased use of in-house expertise, where possible; $104,700 under experts, resulting mainly from concerted efforts to combine meetings or reduce the number of experts and the duration of meetings, whenever possible; $121,200 under travel of staff, mainly attributable to increased utilization of video conferencing, combining trips and/or reducing the duration of travel as much as possible; $460,800 under contractual services, primarily owing to increased utilization of electronic means of disseminating publications; $111,000 under furniture and equipment, reflecting reduced requirements for the replacement of furniture and office equipment resulting from extending the lifespan of furniture and equipment; and $781,600 under grants and contributions, mainly owing to the termination of the contract with the International Computing Centre.

Some of the participants held the view that the two cross-cutting themes should be mainstreamed into the major programmes, as there are other modalities of ensuring interdisciplinarity such as joint programming between different sectors (between the Natural sciences and the Education Sectors, for example, for the Man and the Biosphere Programme or for Education for Sustainable Development) and other cross-sectoral initiatives which seem to be muchmore promising.

Following a discussion, the Executive Committee decided to approve the pilot project for validation of methyl formate as a blowing agent in the manufacture of polyurethane foam (phase I) in Brazil at a total cost of US $401,500 plus agency support costs of US $30,113 for UNDP, noting that the project was consistent with decision 55/43(e) and that it had been designed to disseminate the results from the validation of methyl formate technology in rigid and integral skin polyurethane foam applications globally, and on the understanding that the project would be the final validation project for methyl formate in the manufacture of rigid and integral skin polyurethane foams, and that approval of the project was without prejudice to consideration of the future funding request for phase II of the project by the Executive Committee.

The food trade is advised to observe good agricultural practices to minimise inorganic arsenic contamination of foods, such as avoid using arsenic contaminated water for irrigation.

It entails raising the troop level to 17,731 uniformed personnel and a set of enablers and force multipliers aimed at achieving a fine balance betweenthe operational requirements and a realistic level of resources through (a) the prioritization of areas of operation; (b) the phasing of the operation without significantly altering the desired objectives; (c) trading force multipliers and enablers for troop levels by maintaining capability; (d) requesting Ethiopia to continue to provide support to Transitional Federal Government/AMISOM operations in the Bay, Bakool and Hiraan regions; and (e) the provision of immediate operational logistics support to the Transitional Federal Government security forces.

Jordan has great hopes for the sincere and extensive efforts of the Security Council and appreciates the Egyptian initiative, which should serve as an incentive to make progress in ending this tragic situation, by providing humanitarian assistance to the brotherly Palestinian people, alleviating their suffering and returning to serious negotiations in order to achieve the two-State solution, which is the only way to ensure security and stability in the region.

Despite not having contributed to global warming on any scale, Tuvalu, a small island State stretched over a vast oceanic area with a very narrow economic base, was committed to implementing green growth initiatives as a way of moving towards sustainable development and finding the rightbalance between economic, social and environmental objectives.

Recommendations In 2009, the United Nations Office on Drugs and Crime (UNODC) supported Member States in their efforts to achieve a world safer from crime, drugs and terrorism through research to expand the evidence base for policy and operational decisions; normative work to assist States in the ratification and implementation of international treaties, the development of domestic legislation on drugs, crime and terrorism and the provision of substantive and secretariat services for treaty bodies and governing bodies; and field-based technical cooperation and the development and implementation of regional and thematic programmes.

Through our experience over the years, we have come to realize that, even as peace and security may seem a distant dream, if we all abide by the purposes and principles of the United Nations Charter, keep in mind our solemn resolve to combine our efforts to accomplish those aims and strengthen our conviction and cooperation, we will move ever closer to the objective of common security and enduring peace for all humankind.

In the light of the potential value that these organizations could add to the process, Bhutan suggested that the Council consider means to facilitate the participation of non-governmental organizations from developing and least developed countries in the universal periodic review process, particularly during the plenary phase.
