First, China is moving slowly from a foreign policy based on strict adherence to noninterference in others’ internal affairs to one fully engaged in addressing such transnational concerns as terrorism, trafficking in arms, drugs and humans, health pandemics and climate change.

While logically the emphasis of the States Parties’ efforts have been on addressing the rights and needs of those directly impacted by mines, the States Parties have come to recognise that it may be necessary to seek to address to a greater extent the needs of families, for example, in the area of psychological support, economic reintegration / inclusion, and support for the education of children, as the impact on the family of those killed or injured should also be taken into account.
