Given various statistical data on the dynamic nature of health in Namibia, the Government is fully informed that the Millennium Development Goal to reduce child mortality by two thirds by 2015 can only be achieved if national mortality is halved during the same period (Republic of Namibia, 2007; road map:4); and that without nutritional surveillance and promotion of maternal and child nutrition, as well as improving the national status of nutrition among the vulnerable groups (particularly women, children, and people living with HIV/AIDS); prevention of HIV transmission from mother to the unborn child through the use of antiretroviral treatment; and improvement of the infrastructure for health services, Millennium Development Goals 3, 4, 5, and 6 may not be achieved by 2015 (OECD, 2008:488; Republic of Namibia, 2010:3-4; Republic of Namibia, 2008.

Our Government launched a national programme to prevent mother-to-child transmission of HIV/AIDS in 2005, focusing on awareness-raising for young people and mothers, assistance to exposed orphans and children, expanded national coverage for antiretroviral therapy, milk distribution to children born of infected mothers, and safe childbirth for pregnant women with HIV/AIDS.

In this declaration, Member States committed to clear targets to ensure that by 2015 no more children will be born with HIV, to close the global resource gap for AIDS and to work towards increasing funding to between $22 billion and $24 billion by 2015, to increase universal access to antiretroviral therapy to get 15 million people onto life-saving treatment by 2015, to reduce tuberculosis deaths among people living with HIV by 50 per cent, and to reduce the transmission of HIV among people who inject drugs by 50 per cent.

As part of the programmes under the Global Fund to Fight AIDS, Tuberculosis and Malaria, the United Nations, together with the Palestinian Ministry of Health and the national AIDS committee, conducted training for 5,162 peer educators; 452 health personnel and community workers on HIV counselling and testing; 22 doctors on specialized antiretroviral treatment; 995 health workers on blood safety and universal precautions; and 2,333 political, community, religious leaders and police and armed services on basic HIV knowledge and stigma reduction.

That level of coverage has been achieved thanks to the following factors: first, the decision of the Government to provide free antiretroviral treatment to all those affected by AIDS since 2007; secondly, implementation of the strategy of universal access through progressively increasing the number of treatment centres prescribing antiretroviral treatment; and thirdly, the integration of primary health-care centres into the comprehensive treatment programme for persons living with HIV.

(b) As antiretroviral therapy is lifelong, national partners should begin planning now for long-term sustainability, including addressing the inevitable increase in demand for second- and third-line drug regimens.

Reading the report contained in document A/64/735 before us, we might be reassured by the significant progress that has been made towards the agreed objectives, particularly with regard to antiretroviral treatment.

Such efforts require large investment in order to build government and societal capacities; train qualified personnel; expand clinical trials of microbicides; make first- and second-line antiretroviral treatments available at reasonable prices, along with medications for AIDS-tuberculosis co-infection; and deal with other areas that many Governments cannot tackle without external assistance — assistance that comes without additional conditionalities or attempts to impose social or cultural concepts that do not take into account the individual characteristics of societies in the recipient countries.

In that regard, Brazil supported the establishment of a antiretroviral medicine factory in Mozambique, which would serve the whole region.

The Commission also noted that many countries were scaling up their HIV responses, including through strengthening their human resources capacity, enhancing legal frameworks and assistance, and providing affordable antiretroviral treatment.

To conclude, the Government of Colombia once again reiterates its decision to continue to take effective measures to monitor and assess the epidemic’s development, prevent its spread, promote early diagnosis, reduce the number of early onset AIDS cases and of resistance to antiretroviral medicine, and improve the quality of life of those living with HIV/AIDS.

In 2007, such reduction attained 65 per cent for all drugs save for tuberculosis and antiretroviral medication (ARV), which is free.

Key result area 1: Reduce the number of paediatric HIV infections; increase the proportion of HIV-positive women receiving antiretroviral drugs; increase the proportion of children receiving treatment for HIV and AIDS.

The Global Fund has been cited as one of the main sources of funding in the fight against HIV/AIDS, but disbursement delays and delays in the provision of drugs, particularly antiretroviral drugs, risk bringing to naught all of the common efforts undertaken by the Government and its partners aimed at enabling the Central African Republic to contribute to achieving the goal of universal access, prevention and care in connection with HIV/AIDS.

However, the Committee remains concerned that children are still largely absent from the HIV control programme agenda and by the low antiretroviral therapy availability to children and mothers in need.

(f) To strengthen efforts significantly towards the goal of universal access to comprehensive prevention programmes, treatment, care and support to prevent the spread of the HIV epidemic and alleviate and control the detrimental impact of HIV/AIDS on children and including by taking all appropriate measures to prevent mother-to-child transmission of HIV, to provide timely, accurate diagnosis and effective treatment, including antiretroviral therapies and to ensure adequate alternative care and psychosocial support for children who have lost parents or other primary caregivers to HIV/AIDS

In this regard, she is pleased to note the substantial increase in the numbers of people receiving free antiretroviral treatment, and calls on the Government to urgently push ahead to increase coverage, with the support of development partners.
