On this day of remembrance, as we mourn the lives lost, we all owe a debt of gratitude to the nations that fought for liberty and peace.

Five major themes of convergence between these three authors were identified during that first informal reflection process: (i) the place of pedagogy in their work, especially through education, experimentation and learning; (ii) nature, in the form of the desire for the search for a new covenant of solidarity between humanity and its environment; (iii) scientific and technological progress, enriched by dialogue with all forms of knowledge; (iv) human rights and democracy in response to colonialism, discrimination and political, economic, social and cultural exclusion; and, lastly (v) art and, in particular, poetry as a form of unique mediation between people and nature, and between individuals and their fellows.

This debate gives us an opportunity to reflect on our activities over the sixty-fourth session and to look forward to forthcoming activities during the sixty-fifth session.

(25) The debate also highlighted other themes which should be taken into account in the preparation of document 33 C/5: freedom of expression in the Internet age; safety of journalists; development of guidelines for access to information; policies on public domain information; the role of libraries and archives in building knowledge societies (also proposed as a theme for new intersectoral cooperation); continuation of the Memory of the World Programme as a flagship activity; reflection and guidelines on the use of open source software; capacity-building in communication and information and training of media professionals; public service broadcasting; development of community multimedia centres; and development of diverse and multilingual local content.

Even in such a situation, in order for a State or international organization that has not objected in time to the reservation prior to the date of the succession of States to be able to object to it, it would be necessary that the maintenance of the reservation the territorial scope of which has been extended should upset the balance of the treaty: that is the sense of the restrictive formulation of this exception, which covers only those situations in which the territorial extension of the reservation “radically changes the conditions for the operation of the reservation”.

The Programme includes: (a) the Building Gender Equality Prize, a set of essays and scientific articles targeting secondary school, university and graduate school students; the latest version was read by some 5,000 students; (b) the gender, women’s and feminist studies research bulletin; and (c) the National Research Communities and Groups Meeting: Considering Gender and the Sciences.

What lessons can be learned, and good practices identified, from the Council’s efforts to ensure individual criminal responsibility?

Jordan is a middle level developing country with reasonable development indicators and an almost enviable development position within the Arab region given its human development track record in the areas usually tackled through UNESCO interventions.

At its sixty-fifth session, the General Assembly invited Member States to pursue the elaboration of additional measures that better capture the importance of the pursuit of happiness and well-being in development with a view to guiding their public policies, and invited the Secretary-General to seek the views of Member States and relevant regional and international organizations on the pursuit of happiness and well-being and to communicate such views to the Assembly at its sixty-seventh [...] [...]

Security Council resolution 1844 (2008), by which the Council imposed travel bans, an assets freeze and arms embargoes on individuals and entities designated by the sanctions Committee, provides a real opportunity for those that violate the arms embargo to be brought to account if Somalia’s international partners, wishing to build the capacity of Somali security sector institutions, demonstrate and reinforce a norm of compliance, pursuant to Security Council resolutions 1744 (2007) and 1772 (2007), through adherence to these procedures.

Violence against Journalists, Media Professionals and Associated Personnel in Armed Conflicts (United Nations Security Council resolution 1738)

Holding the 18th session of IBC in Baku, Azerbaijan, provided an occasion to foster bioethical reflection and debate in the region, as well as sharing and exchange of knowledge and experiences in the field and raising awareness of the UNESCO Declarations.

If the Conference remains at a standstill, there is no doubt that the international community will increasingly reflect on options and, if necessary, identify other ways to ensure progress in multilateral non-proliferation and disarmament.
