Expansion of Memory of the World Committee for Asia/Pacific (MOWCAP).

Action in the first six months of this biennium has focused in the large part on support for the development of infostructures (including libraries, archives and the expansion of the Memory of the World Programme) and on support for the use of ICTs in knowledge acquisition and sharing in education and, in particular, for access to scientific knowledge.

Successive generations of British people remember with pride the role that their forefathers played in that historic victory and continue to pay tribute to the sacrifices made by their allies in that common cause.

In its pursuit of memory, justice and human rights, the Government could not remain neutral.

It encouraged the Vietnamese to pursue universal values in their own way and not to impose formulas that had many limitations.

A range of other suggestions was put forward, such as: to ensure the preservation of digital heritage, including archives and libraries as a component of the “Memory of the World Programme”; to develop media education programmes for children and adults; and to increase familiarity with the use of ICTs, especially within the framework of the knowledge society and knowledge economy, in light of the outcomes of the World Summit on the Information Society.

The Committee was also informed that, unlike other departments and offices, the Office of Information and Communications Technology relied heavily on contractual services to flexibly augment its capacity to address requirements for one-time ICT projects, reflecting a best practice by which staff positions were generally reserved for institution-specific functions and activities that required long-term preservation of institutional interests and memory.

Many Member States identified opportunities for furthering intersectoral cooperation in the following areas: multilingualism; ICTs for education, especially for teacher training; media education; production of diversified and culturally diversified local content; cultural heritage, in particular by strengthening the links between the Memory of the World Programme and the other cultural heritage activities under Major Programme IV; infoethics; and the use of ICTs in human rights and democracy education.

In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.
