The cooperation under the memorandum would also cover technical assistance to neighbouring countries in the Greater Mekong Subregion.

We continue to strive with full commitment towards the goal of a peaceful settlement of the conflict that will bring a complete end to the Israeli occupation of our land; that will allow the Palestinian people to realize their right to self-determination and to live in freedom and dignity in their independent State, with East Jerusalem as its capital, side by side with Israel and all other neighbours in peace and security on the basis of the pre-1967 borders; and that will achieve a just and agreed solution to the plight of the Palestine refugees on the basis of international law and United Nations resolutions.

The guarantee and assurance of respect and promotion of human rights is reflected at national level in various plans and strategies, as for instance: The Programme of Activity of the Government for the years 2005–2009 “Modernisation of the country – welfare of the nation”, European Neighbourhood Action Plan Republic of Moldova — EU, Republic of Moldova — NATO Individual Partnership Action Plan (IPAP), National Human Rights Action Plan, Preliminary Country Programme of the Republic of Moldova within the USA Programme “Millennium Challenges” etc.

The total amount of fish consumed and the species composition of the food fish supply vary according to regions and countries, reflecting the different levels of availability of fish and other foods, including the accessibility of fishery resources in adjacent waters as well as the interaction of several socio-economic and cultural factors.

Several child protection concerns that pertain to UPDF military offensives against LRA in neighbouring countries (see A/64/742-S/2010/181), in particular with regard to the repatriation of Ugandan children and women rescued or escaped from LRA to Uganda were raised by the United Nations with the Government of Uganda.

In addition, cross-border security cooperation between these States remains very limited; as a result, arms traffickers and other cross-border armed actors take advantage of the absence of State control in these peripheral zones to export military materiel illegally from Libya to neighbouring countries (see section VI.D).

Lastly, from a political and diplomatic perspective, Portugal can use its privileged contacts with lusophone countries in the region and its relations with ECOWAS to raise awareness regarding the importance of good-neighbourly relations, the fostering of political and economic ties and the need for joint efforts to combat common threats to peace and stability.

Regarding the new issue of the amended State Language Act, Slovakia expressed its satisfaction that the matter was becoming part of normal and civilized dialogue between friends and neighbours.

In recent years, Thailand has been providing its neighbouring countries such as Cambodia, Lao PDR and Myanmar with technical assistance, training and scholarships, enhancing Thailand’s emerging role as a potential donor itself.

Commending the efforts of the United States of America in pursuing vigorously a two-State solution, noting the commitment of the Quartet to remain actively involved and the need for strong international support to promote the peace process, and calling for the resumption and acceleration of negotiations between the Israeli and Palestinian sides towards a comprehensive resolution of the Arab-Israeli conflict, on the basis of relevant Security Council resolutions and the terms of reference of the Madrid Conference, in order to ensure a political solution, with two States – Israel and an independent, democratic, contiguous and viable Palestinian State – living side by side in peace and security

The local authority partners of the case study sites stressed the need to develop new aid delivery mechanisms, involving the local neighbourhood communities.

At its sixty-fifth session, the General Assembly welcomed the continued contribution that the Antarctic Treaty and the treaties of Tlatelolco, Rarotonga, Bangkok and Pelindaba were making towards freeing the southern hemisphere and adjacent areas covered by those treaties from nuclear weapons; called upon all States concerned to continue to work together in order to facilitate adherence to the protocols to nuclear-weapon-free zone treaties by all relevant States that had not yet done so; and encouraged the competent authorities of the nuclear-weapon-free zone treaties to provide assistance to the States parties and signatories to those treaties so as to facilitate the accomplishment of the goals (resolution 65/58).

In this regard, I wish to draw your attention to the following illegal actions perpetrated by Israel, the occupying Power, in the Occupied Palestinian Territory, including East Jerusalem, and to reiterate the appeal of the Palestinian people and their leadership to the international community, including the Security Council, to uphold its legal obligations and responsibilities and to act forthwith to bring an end to this unlawful and dangerous situation and to salvage the prospects of realizing a just, comprehensive and lasting peace settlement by which, inter alia, the Palestinian people will realize their right to self-determination and freedom in their independent, sovereign, democratic, contiguous and viable State of Palestine, with East Jerusalem as its capital, on the basis of the pre-1967 borders.

The extortion of its citizens by ruthless and callous warlords; the mushrooming and proliferation of piracy along its coasts and adjacent sea lanes; the unconscionable plundering of its maritime resources by extraneous forces; the instrumentalization of the weak and fragmented entities by neighbouring countries both to extract unfair and illicit agreements or to use these fragile mini-States as an appendage of their domestic economies are some of the disturbing realities that this simmering Somali situation has given rise to.

China’s ambassador to the UN has noted that a solution to the Darfur issue not only concerns the region’s security and humanitarian situation, ‘but also bears on the peace process between the North and the South of Sudan, the neighbouring country Chad and the security and stability of … Central Africa and the sub-region as a whole”.

The different integrations of rice and fish farming – either on the same plot, on adjacent plots where by-products of one system are used as inputs on the other, or consecutively – are all variations of production systems that aim to increase the productivity of water, land and associated resources while contributing to increased fish production.

Courage and leadership is needed at this critical juncture in our region to ultimately end this prolonged tragedy and bring peace and security to the Palestinian and Israeli peoples with the achievement of a lasting, comprehensive peace based on the two-State solution of an independent, sovereign and viable State of Palestine, living side by side in peace and security with Israel on the basis of the 1967 borders, and the achievement of a just solution to the problem of the Palestine refugees in accordance with resolution 194 (III) of 1948.

Many delegations apprised the Commission of the national initiatives and activities that were planned or being undertaken to develop and/or enhance transport linkages with neighbouring countries as part of expanding connectivity across the region and with other regions, including Euro-Asia Transport Linkages.

In developing countries the majority of farmers reuse, exchange or sell informally to neighbours, and annual purchase of new seed is relatively rare in most countries.

Costa Rica is ready to contribute to the adoption of a draft resolution that urgently calls for an immediate cessation of the hostilities, the establishment of an effective and lasting truce and the opening of all border crossings with controls and guarantees accepted and respected by all, so as to allow a return to the path of negotiations that will ultimately lead to the establishment of a viable and democratic Palestinian State, living side by side with Israel and jointly promoting the well-being and development that their peoples deserve and desire.

At the 8th meeting, on 14 October, the representative of Brazil, on behalf of Argentina, Bolivia, Brazil, Brunei Darussalam, Chile, Colombia, Costa Rica, Cuba, the Dominican Republic, Ecuador, Guatemala, Haiti, Indonesia, Mexico, Mongolia, New Zealand, Panama, Papua New Guinea, Peru, South Africa and Venezuela (Bolivarian Republic of), introduced a draft resolution entitled “Nuclear-weaponfree southern hemisphere and adjacent areas” (A/C.1/63/L.40).

These workshops were aimed at: (a) providing the knowledge, information and tools necessary to facilitate international cooperation and mutual legal assistance; (b) identifying and addressing legal or practical issues that impede effective international cooperation in the country or region; (c) strengthening networks with neighbouring countries and other countries in the region; and (d) identifying and addressing issues relating specifically to international cooperation in response to trafficking in persons and the smuggling of migrants.

Articles 55 and 56 of the Charter require the Organization and all its Member States with a view to the creation of stability and well-being, which are necessary for peaceful and friendly relations among nations, to promote universal respect for, and observance of, human rights and fundamental freedoms for all.

There were reportedly tensions between certain groups of prisoners, often concerning drugs in the prison and frictions between Benin prisoners and some foreign national prisoners, particularly from neighbouring states.

It is not only the threat from Islamic radicalization or home-grown terror that is imminent in the Maldives, but also various other threats that have their roots in the terror situation in the neighbouring region as well as the whole world and also various other concerns that might lead to unrest in the country.

Certain aspects of the transport of Malian oil and gas to terminals in neighbouring countries need more detailed study, namely: integration and harmonization of the regulations of the different countries; and understandings and/or arrangements with neighbouring countries with which Mali shares sedimentary basins.

(d) The Australian Maritime Safety Authority, responsible for maritime safety, marine environment protection, and maritime and aviation search and rescue in Australia, has several memorandums of understanding with Australia’s neighbours (New Caledonia, New Zealand, Papua New Guinea and Indonesia) which relate to responses to major oil spills.

These factors included the risk of illegal trade depending on the HCFC phase-out strategy and action plan of the Government of neighbouring South Africa; the wide availability and low price of HCFC-22, coupled with limited availability and high-global-warming-potential (GWP) of alternative refrigerants; the cost and effectiveness of retrofitting the HCFC-based refrigeration equipment that would still have a significant useful life past 2015; the small number of HCFC-based equipment that could be retired; and the market availability of new cost-effective and possibly energy-efficient alternative technologies in the refrigeration sector.
