The promotion of policy coherence and consistency [...] [...]

Many developing States were unable to put in place coherent national strategies because of their international obligations.

The representatives of the project country teams who attended the meeting agreed upon common approach of the project so that it has coherence among its thematic and country components.

Such collaboration is also critical to the development of health-protection and food-trade measures that address the food chain from farm to table in a coherent and seamless manner.

Strategic programme development, undertaken in cooperation with domestic and international partners, should take into account the recipient country’s own resources and give consideration to the programme’s duration, sustainability and impact, as well as quality, efficiency, accuracy and consistency of technical assistance, including through multi-year commitments of resources.

These include the independent study commissioned by the Department of Peacekeeping Operations (DPKO) and the Office for the Coordination of Humanitarian Affairs; the operational concept and the lessons learned note circulated by DPKO; and the regular inclusion of protection of civilians tasks in the mandates of United Nations peacekeeping operations; the more consistent and systemic consideration of protection of civilians issues in the Secretary-General’s reports; the significant inclusion of several paragraphs on the protection of civilians in the 2010 recommendations of the Special Committee on Peacekeeping Operations (see A/64/19), including the development of a strategic framework for mission-wide protection strategies; the elaboration of protection of civilians training modules; and an assessment of the resource requirements for implementing protection mandates.

In some cases there were implementation difficulties and a lack of policy coherence and consistency.

How should we enhance the coordination among activities at the international, regional, national and local levels to achieve coherence of policies to support people on the ground?

In its conclusions and recommendations, the task force further addressed the strengths and weaknesses of the Goals, structural impediments to economic justice, resistance to addressing trade and debt from a human rights perspective, the ambiguity of “global partnership”, the lack of policy coherence and incentives to move from commitment to practice and the necessary balance between national and international responsibilities for the right to development.

That would include, methodologically, taking a step-by-step approach that would entail the Study Group (a) studying the real economic relevance of the Most-Favoured-Nation clause in contemporary times; (b) shedding additional light on the scope of Most-Favoured-Nation clauses and their interpretation and application; and then (c) studying how the Most-Favoured-Nation clauses were to be interpreted and applied.

(d) Clearly define effective actions to be taken by emerging global partnerships on waste management, ensuring coherence and complementarity between the recent initiatives by the United Nations Environment Programme to set up a global partnership on waste management and by the Department of Economic and Social Affairs of the Secretariat and the United Nations Centre for Regional Development to launch an international partnership on waste management services of local authorities.

The Department should continue to update its communications network for disasters in order to bolster the coherence and effectiveness of coordination and response protocols, thereby encouraging multilateral action rather than unilateral measures.
