Among the most pressing concerns of States, the dilemma posed by nuclear technology is one of the most widely shared and is undoubtedly one of the most difficult to address.

But describing them as “rights” should not be allowed to conceal the very real dilemmas raised by their application in developing countries, where the extra costs they impose may be at the expense of the essential prerequisites of life for poor people.

Adding to this dilemma is the fact that young scientists may be less able to obtain funding to support research labs until later in their careers, delaying the capacity to conduct independent research.

The only way out of this Catch-22 situation is to both speed up preparations and negotiate a contingency electoral calendar and political agreement to manage an almost certainly necessary transition period.

The discussion focused on the expectations of the Istanbul Programme of Action and helped provide an overall sense of how the Programme of Action measures up to the actual needs and realities of the least developed countries at present, taking into account both progress and setbacks over the past decade.
