The Committee strongly supports the continued implementation by the secretariat of recent ESCAP initiatives in the area of disaster risk reduction, including further development of the Asia-Pacific Gateway for Disaster Risk Reduction and Development, and the Regional Cooperative Mechanism on Disaster Monitoring and Early Warning, Particularly Drought, the two new modules of the Academy of ICT Essentials for Government Leaders, which is the flagship programme of the Asian and Pacific Training Centre for Information and Communications Technology for Development, as well as the publication of the Asia-Pacific Disaster Report 2012 in cooperation with the Inter-Agency Secretariat of the International Strategy for Disaster Reduction and other partners.

The Declaration emphasizes that, in order to promote development, equal attention and urgent consideration should be given to the implementation, promotion and protection of civil, political, economic, social and cultural rights and that, accordingly, the promotion of, respect for and enjoyment of certain human rights and fundamental freedoms cannot justify the denial of other human rights and fundamental freedoms.

These institutions should continue to explore innovative ways to use their capital to leverage additional finance to foster development while preserving their capital and ensuring their activity is sustainable.

Therefore, any State would need to take necessary measures to maintain social and political stability for development, and in this connection, any activity that violates the law and threatens this fundamental interest of the nation should be punished in accordance with the law.

At the same time, substantial market access and market entry in agriculture must be promoted for developing countries, while safeguarding their legitimate livelihoods.

During the debates, participants discussed progress and ongoing challenges facing least developed countries in advancing their development agenda, in particular in the context of the recent global economic and financial crisis, food and fuel crisis, and the negative impact of climate change on least developed countries’ economies.

In this regard, we underline the importance of establishing, where necessary, appropriate guidelines and regulations, in accordance with national priorities and legislation, for promoting and supporting sustainable tourism.

Several delegations also highlighted the pivotal role of science and technology for development, and acknowledged the substantive work undertaken by the secretariat in this area, in particular with regard to the Technology and Innovation Report.

In an effort to reform the way in which aid is delivered and managed, ministers of both developed and developing countries responsible for promoting development and heads of multilateral and bilateral development institutions endorsed the Paris Declaration on Aid Effectiveness (March 2005), aimed at increasing the impact of aid on reducing poverty and inequality, increasing growth, building capacity and accelerating the achievement of the Millennium Development Goals.

However, we are convinced that entrenching security requires that we promote development, good governance and a comprehensive approach to conflict — all of which require greater coordination at the global level, better legal instruments and more focused multilateral action.

The types of technical assistance which have been provided by donor organisations fall into the following broad categories: general and specialised training; legal advice and assistance with preparing draft laws; support for modernising IPR administration offices and collective management systems; access to patent information services (including search and examination); exchange of information among lawmakers and judges; and the promotion of local innovation and creativity.

(f) In the current circumstances, IAEA should demonstrate, more than before, its commitment and dedication not only to the implementation of the safeguards, but also to the facilitation of the development of nuclear energy as its main and primary purpose.

As a result of the Partnership, PARIS 21 has started producing an annual special Partner Report on Support to Statistics (PRESS) in Asia and the Pacific, which provides a solid base for information sharing among the partners on planned and ongoing initiatives in the region.
