It also noted with appreciation the measures taken by Costa Rica to reduce poverty, improve the status of disadvantaged groups, promote the status of women and gender equality, as well as the implementation of the right to education of all to achieve the Millennium Development Goals, and the extension of that right to cover the children of irregular migrants.

In his report (A/C.5/59/2 and Corr.1, paras. 94-95), the Secretary-General, following his recommendation that emoluments of the members of the Court and the judges of the Tribunals be increased from US$ 160,000 to US$ 177,000, stated that, based on the decision of the General Assembly contained in section VIII of its resolution 53/214 to set the retirement pension for the members of the Court at one half of the annual salary, the annual retirement benefit of a member of the Court retiring in 2005 would increase from US$ 80,000 per annum to US$ 88,500 with effect from 1 January 2005 and that, based on the proposed increase in the base salary of the members of the Court, it was recommended that pensions in payment be increased by 10.6 per cent, effective 1 January 2005.

The Government stressed that the reparations included in the law would have been solely administrative and in no way would have conflicted with, or restricted a victim’s right to take the perpetrator of the acts to court to obtain redress.

Furthermore, discussions should focus on how these systems may be geared towards ensuring efficient and effective resource utilization with a view to maximising the humanitarian and development impact of the work.

Ethics of science and technology, with emphasis on bioethics: UNESCO will continue to develop and implement national and international policy frameworks for the ethical problems arising from the advances in science and technology, consolidating in the process its role as a driving force in the development of global standards and their implementation through policy, legislation, research and professional activities.

Recalling two of the Millennium Development Goals, one calling for universal access to primary education and the other calling for an end to gender disparity in education, and two goals in the “Education for all” Dakar framework of action: (a) expanding and improving comprehensive early childhood care and education, especially for the most vulnerable and disadvantaged children; and (b) ensuring that the learning needs of all young people and adults are met through equitable access to appropriate learning and life skills programmes, and article 24 of the Convention on the Rights of Persons with Disabilities, we urge Member States to consider the right to education for persons with disabilities, especially children, in their overall national education strategies.

The overarching goals of this exercise were: (a) to protect the integrity of the investigation through the establishment of a solid institutional framework to protect the confidentiality of the investigation; and (b) to ensure optimal efficiency in managing the work of the Office of the Prosecutor.

Cooperation between the three signatories to the agreement was planned to promote work of trilateral employment councils, pay increased attention to the development of social programmes in the case of redundancies and develop principles for the functioning and funding of an in-service training and retraining system.

Progress has also been made applying the provisions of international human rights treaties to ensure that women are able to exercise their right to terminate a pregnancy safely, based among others on their rights to health care, privacy and confidentiality, the benefits of scientific progress, and freedom from discrimination.

A people’s permanent sovereignty over its natural resources was part of its inalienable right to self-determination, and it must be safeguarded by the international community in the interest of peace and stability.

One member suggested that it would be interesting to have internal discussions on carbon credits, while another expressed strong reservations on the paper, wondering why the GEF was involved in ozone-related matters, pointing out that addressing chemicals was a complex issue for which four other conventions already existed.

Foreign policy measures: The plan envisages 41 measures that pursue the following priority objectives: the abolition of the death penalty (including the creation of an international commission against the death penalty); human rights in the area of cooperation; the eradication of torture; gender equality; the eradication of gender-based violence; combating human trafficking; the elimination of all forms of discrimination; the protection of children from exploitation, violence and disease; an end to terrorism, including through the defence of the rule of law and of human rights; the protection of human rights defenders; the promotion of economic, social and cultural rights; combating impunity, and active support for the International Criminal Court and for courts and other mechanisms combating impunity for international crimes; the eradication of poverty; combating climate change; and sustainable development.

Other priorities laid down by the Government with a view to finding a lasting solution to the crisis include the delivery of humanitarian assistance to the needy and the internally displaced; the formulation of a comprehensive national security strategy that would enable the Government to function more effectively in the midst of security threats unleashed by international terrorist groups; the consolidation of good governance, accountability, transparency and justice in the State institutions; the rebuilding of the infrastructure of the country that would ensure a sustainable economic recovery; the creation of alternative livelihood projects for the coastal communities and other areas to dissuade youth from piracy and other criminal activities, which we see as very important; and the strengthening of good relations, mutual understanding and cooperation among countries in the region.

The Secretary-General of the Authority encouraged States parties to take note of the request for the advisory opinion, which included questions relating to the legal responsibilities and obligations of States parties with respect to the sponsorship of activities in the Area in accordance with the Convention; the extent of liability of a State party for any failure to comply with the provisions of the Convention; and the necessary and appropriate measures that a sponsoring State must take in order to comply with its responsibility under the Convention.

It would be useful to distribute those papers in CD-Rom form to United Nations Member States, as that research helped to illustrate that, were it not for the Israeli occupation, Palestine would not be a failed State but a vibrant economy which deserved to gain independence and become a full member of the United Nations.

In concluding the presentation, Denmark noted that although there was a need for further work on animal feeding, the electronic working group could not reach consensus on a suitable mechanism for Codex to carry out this work.

Argentina has witnessed the constructive efforts pursued by Japan on this issue, having participated in 2006 in the drafting of the presidential note contained in document S/2006/507, a legal instrument that has become the document of reference for this topic, filling, to some extent, the gap in the Security Council’s rules of procedures.

The Commission noted that the Subregional Office coordinated the activities under the United Nations Special Programme for the Economies of Central Asia (SPECA) which was supported by ESCAP and the Economic Commission for Europe and covered five Central Asian economies as well as Afghanistan and Azerbaijan.
