The inordinate length of translation times, especially in cases of selfrepresented appellants, calls for greater explanation than suitable for a report of this size, but it can be said that efforts are under way to more effectively liaise with the supervisors in the Conference and Language Services Section on a continual basis in order to assess progress and determine the need for requesting prioritization of specific translations, and to readdress the internal requirement of the Conference and Language Services Section that the revision process for translation of a judgement must be accomplished as a whole, rather than volume by volume (which would allow for gradual release of translated portions).

In addition, measuring the programme implementation by expenditure rates of specific object-of-expenditure items may not be appropriate as expenditures at that level of detail are not always incurred in a linear manner during the biennium.

The Committee would have to consider (i) whether a country continued to be eligible for any remaining funds once a project had achieved its targets, recalling that the funding of MYAs was performance-based; (ii) if a country could continue to receive funds, what would be the required level of monitoring and reporting; and (iii) whether the implementing agency should continue to exercise financial oversight and performance verification and, if so, what would be the consequences if an agency could not do so because of administrative or legal hurdles.

Several Members reiterated that understanding, recalling decision 54/39(d), which stated (i) that approval of investment projects should result in a phase-out of HCFCs to count against the consumption identified in the HPMP, and that no such projects could be approved after 2010 unless they were part of the HPMP; and (ii) that, if the individual project approach were used, the submission of the first project should provide an indication of how the demonstration projects related to the HPMP and an indication of when the HPMP would be submitted.

In general, delegations supported the view that the General Assembly should encourage the judges of the United Nations Dispute Tribunal and those of the United Nations Appeals Tribunal to continue, and to expand as appropriate, their practice of consultation in any process of drafting amendments to the rules of procedure of the respective Tribunals; hence, the proposal contained in the Secretary-General’s report (ibid., para. 250) requiring consultations before amendments to rules of procedure was not considered necessary.

Doing this will reposition A side parts (fluid inlet, check valve, and fluid housing A side) to right.

In this context, it called for the intensification of the cooperation and financial assistance extended to Eritrea, as this would contribute to the implementation of programmes to promote human rights.

The resolution just adopted provided such legal and moral protection, and was a step in the right direction, towards establishing justice, development and peace.

However, uncontrolled urbanization can be detrimental to human well-being and socio-economic development; such urbanization is a key contributor to environmental issues inside and outside the city, such as the unsustainable use of ecosystems supplying cities with resources and the contribution of cities to global issues, such as coastal/marine pollution (see figure XXVIII).

The representative requested the secretariat to consider holding consultations on universal access to reproductive health, including during the forthcoming sixth Asian and Pacific Population Conference.

He points out that the Supreme Court made no efforts to appoint a fifth judge that could examine his application for leave to appeal and, the same day his application was lodged, it decided that no acting judge were available to complete the quorum, which shows that the Court did not try to find a substitute judge or that its administrative arrangements failed to prevail this kind of situations.

Furthermore, this resolution called for the EU to continue promoting the universalization of the Convention, including in its political dialogue and agreements signed with third countries.

Some delegations highlighted the importance of convening Codex sessions in developing countries as this allowed the co-hosting country to gain more experience with Codex work, and could also facilitate attendance of the countries in the region concerned, and therefore this mechanism should be used on a regular basis.

Participants also underlined the evolving character of the strategic objectives and priorities (e.g. the dramatically increased needs as a result of the HIV/AIDS pandemic in Africa which warrants in the view of several participants the introduction of a new cross-cutting theme in document 31 C/4 – see also para. 69 below).

Recognizing that all States Parties have a role to play, the Conference stresses that those States Parties seeking to build their capacity should identify their specific needs and requirements and seek partnerships with others, and that those States Parties, in a position to do so, should provide assistance and support.

So, stocking union elbows and union tees in various sizes and materials—along with commonly used Swagelok adapters—eliminates the need for stocking special elbows and tees.

While we share the scepticism expressed by various members of the Council regarding the commitment of the Government of Syria to complying with all six points in the Special Envoy’s proposal — points that the Government has committed to — we believe that the best course of action is to give the Government and the members of the opposition the benefit of the doubt, and to trust that the presence of United Nations observers on the ground will make a genuine difference to the capacity of the United Nations and the League of Arab States to help find a way out of this crisis.

According to other speakers, the rules set out in draft article B were not flexible enough or were too detailed: that was particularly the case with the requirement that the detention of an alien pending expulsion must be carried out in a place other than a facility in which persons sentenced to penalties involving deprivation of liberty were detained.

It called on the Government to convene public authorities and non-governmental organizations to create such a follow-up mechanism.

Creating the right conditions for private enterprise may require strategic reforms to long-standing regulatory practices and may challenge the economic, political and social status quo of an economy, but doing so is absolutely essential to unlocking the full potential of private enterprise and open markets in a way that can promote economic growth, environmental protection and social development.

My Government also understands and shares the concern about the issue of humanitarian access and agrees with the proposal that the alternatives stated in the Secretary-General’s report aimed at reaching people in need of humanitarian assistance — such as the temporary cessation of hostilities, humanitarian pauses, humanitarian corridors, de-confliction arrangements and days of tranquillity — must be tailored to suit the particular circumstances of each conflict.

Consequently, it was pointed out that the Special Rapporteur had failed to address the possibility that the procedural issue at hand was not one of invocation of immunity or waiver thereof but rather the absence of immunity in respect of situations in which grave international crimes were committed, although it was also countered by other members that the assertion that there was no immunity for such “core crimes” was abstract and general, and the Commission will have to deal with these matters in greater detail at a later stage.

The Commission may also wish to consider that, while all options have advantages and disadvantages and no option is perfect, any positive elements of the hybrid approaches in options C and D, are either already covered by or may be covered in options A and B, without multiplying the options and creating an additional level of complexity, which may undermine the certainty and predictability sought to be achieved by a conflict-of-laws rule.

Should donors choose to use another option and rely on aid delivery mechanisms outside country systems (including parallel project implementation units), they will transparently state the rationale for this and will review their positions at regular intervals.
