In developing its feature programming, the Department has established co-production and cooperation partnerships with a wide range of United Nations organizations and offices, including the United Nations Population Fund (UNFPA), the United Nations Development Fund for Women (UNIFEM, now part of UN-Women), the United Nations Democracy Fund, the United Nations Children’s Fund (UNICEF), the United Nations Development Programme (UNDP), the Office of Legal Affairs, the Department of Peacekeeping Operations, the Department of Political Affairs, the Department of Economic and Social Affairs, the Office of the Coordination of Humanitarian Affairs and the Office of the United Nations High Commissioner for Refugees, as well as the Government of the Netherlands.

We must look within ourselves and be able to say “This is where this goes”, and then persuade our own membership to exercise moral restraint to be able to stop this pillaging.

These efforts resulted in mainstreaming volunteerism in joint programming with UNDP, UNFPA, United Nations Children’s Fund (UNICEF), Office of the United Nations High Commissioner for Refugees (UNHCR) and UN Women in some 20 countries.

For example, in 1999 the Government of Japan and UNDP had convened the Tokyo International Conference on Semipalatinsk, which had been co-sponsored by the Office for the Coordination of Humanitarian Affairs, the International Atomic Energy Agency, the United Nations Children’s Fund (UNICEF) and the United Nations Population Fund (UNFPA).

Communication will strategically position and profile UNICEF knowledge leadership on children’s issues by promoting UNICEF corporate priorities, MTSP, MDG results and the equity agenda; in the following ways: producing and strategically distributing evidence-based publications, including the organization’s flagship publications; continuing to manage, monitor, promote and protect the UNICEF brand; and ensuring that UNICEF staff are active in dialogue-based internal communication platforms, with an emphasis on knowledge sharing.

Five United Nations partner agencies and two national Governments are part of the ongoing joint evaluation to be completed in 2012, including UN-Women, the United Nations Children’s Fund (UNICEF), UNDP, the United Nations Population Fund (UNFPA), the Millennium Development Achievement Fund, the Government of Norway and the Government of Spain.

As the Council’s meeting addresses the issue of nuclear-weapon-free zones, NAM reaffirms the need for the speedy establishment of a nuclear-weapon-free zone in the Middle East in accordance with Security Council resolution 487 (1981) and paragraph 14 of Council resolution 687 (1991) and the relevant General Assembly resolutions adopted by consensus; and, pending its establishment, NAM demands that Israel, the only country in the region that has not joined the Treaty on the Non-Proliferation of Nuclear Weapons or declared its intention to do so, renounce possession of nuclear weapons, accede to the Treaty without further delay, place promptly all its nuclear facilities under International Atomic Energy Agency fullscope safeguards according to Security Council resolution 487 (1981) and conduct its nuclear-related activities in conformity with the non-proliferation regime.

These characteristics apply mainly to outdoor environments; while children can and do play indoors, the focus here is on children’s local neighbourhoods.

The provision of $7,200 is requested for travel related to seminars/ conferences/workshops for the Registrar and Executive Secretary of the Award Review Board to attend the International Public Procurement Conference to gain experience and knowledge about best practices in the industry ($3,400), and for attendance at the annual conference of the Association of Internal Management Consultants, which is the key forum in North America for the exchange of best practices for improving organizational performance, as well as for staff to attend workshops on core principles, models, tools and examples of organizational design to facilitate strategies and innovation for management within the Secretariat ($3,800).

Starting from the objective to ensure increase of welfare of the country through rationalisation of policies of social protection and increase of access to high quality services, cooperation will focus on activities of reform of the social assistance system, emphasis being made on an efficient system of social services, development and diversity of social service through promotion of the principle of non-institutionalisation, redirection of financial means from residential institutions to community and family service, as well as other types of services.

(19) Having examined 32 C/DR.65 (submitted by Sudan, supported by Egypt), concerning paragraph 02120, requesting support to Member States to apply the ecosystem approach and promote conservation and sustainable use in an equitable manner including the socio-economic aspects to develop plans and policies for management of wetlands and water resources in Biosphere Reserves through collaboration and integration of IHP and MAB Programmes and further proposing the allocation of US $200,000 from extrabudgetary sources for the purpose of holding a regional symposium in Khartoum in 2004 in collaboration with the UNESCO Chair for Women, the Commission recommended that the General Conference decide that the idea of the draft resolution already existed through the joint MAB/IHP collaboration and that a regional symposium in Khartoum could be organized by raising extrabudgetary funds.

While we share the scepticism expressed by various members of the Council regarding the commitment of the Government of Syria to complying with all six points in the Special Envoy’s proposal — points that the Government has committed to — we believe that the best course of action is to give the Government and the members of the opposition the benefit of the doubt, and to trust that the presence of United Nations observers on the ground will make a genuine difference to the capacity of the United Nations and the League of Arab States to help find a way out of this crisis.
