In the absence of such a framework that links sanctions and reforms, neither may see much progress.

Although those funding mechanisms might be acceptable if the difficulties could be resolved, recourse to the voluntary markets was to be avoided as such mechanisms were not endorsed by countries and might not respond to the needs of sustainable development.
